3EMERGENCY REPATRIATION
- Emergency Repatriations may take place under a
Presidential declaration of national emergency
due to escalating international tension or the
outbreak of hostilities overseas, though it may
occur under conditions not involving a
declaration of national emergency. - Upon notification of an emergency, ACF/ORR
activates its National Emergency Repatriation
Plan Operational Guide (NERP), which contains
procedures delineating the responsibilities,
roles and working relationships of federal and
non-federal agencies. The NERP sets forth policy
and establishes operating procedures for
implementation of Emergency Repatriation, which
assumes a large scale (500 to 3,000 or more
people) repatriation activity.
