EMERGENCY REPATRIATION
  • Emergency Repatriations may take place under a
    Presidential declaration of national emergency
    due to escalating international tension or the
    outbreak of hostilities overseas, though it may
    occur under conditions not involving a
    declaration of national emergency.
  • Upon notification of an emergency, ACF/ORR
    activates its National Emergency Repatriation
    Plan Operational Guide (NERP), which contains
    procedures delineating the responsibilities,
    roles and working relationships of federal and
    non-federal agencies. The NERP sets forth policy
    and establishes operating procedures for
    implementation of Emergency Repatriation, which
    assumes a large scale (500 to 3,000 or more
    people) repatriation activity.

EMERGENCY REPATRIATION ACF/ORRS ROLE
  • Provides overall administrative oversight within
    the US
  • Provides information and guidance to grantee on
    implementation of program
  • Reviews and approves decisions on types and
    levels of benefits
  • Reviews and approves plans for delivery of
    services

EMERGENCY REPATRIATION ACF/ORRS ROLE
  • Ensures that every agency involved in an
    emergency performs their designated tasks.
  • During an emergency, ORR, in consultation with
    other Federal agencies (e.g. DOS and DOD), will
    determine the Points of Entry (POEs). DOS will
    provide flight manifests and/or establish a
    mechanism for providing accurate repatriation
    information to ACF/ORR and cooperating agencies
    at the POE.
  • While ACF/ORR is in charge of overseeing
    operations within the US

Department of State (DOS)
  • Verifies eligibility overseas
  • Initiates the repatriation process from overseas
  • Notifies the ORR Manager of the Repatriation
    Program and/or designee, of an event which may
    require the evacuation of American citizens from
    a foreign country and the estimated number of
    potential evacuees.
  • DOS informs ORR as the situation changes and when
    an evacuation is ordered, including beginning
    date of operations.
  • Upon initiation of operations, DOS informs ORR
    Repatriation Program Manager and/or designee, of
    the actual number of evacuees, including specific
    estimated times of arrival and ports of entry.
    DOS also informs ORR when the operation reaches
    its completion.

Department of Defense (DOD)
  • When civilian or charter transportation is
    unavailable, DOD in consultation with DOS and
    other Federal Agencies, is responsible for
    arranging transportation from the departure
    country to a safe haven or POE in the CONUS.
    Selection of POE in the CONUS is performed in
    coordination with HHS and DoS
  • As situation allows, DOD also is responsible for
    the provision of military facilities for use as
    repatriation POEs and for logistical support of
    repatriation activities.

SERVICES PROVIDED TO REPATRIATES
  • Assisting with reservations, ticketing and/or
    paying for onward travel by air, rail, bus or
    rental vehicle transportation to the U.S.
    citizens final destination.
  • Temporary housing in the form of arranging for
    hotel and/or motel room reservations for citizens
    who require overnight stays at the airport before
    departing for their final destination.
  • Medical care in the form of basic first aid,
    physicians, nurses, and staff to diagnose and/or
    make appropriate referrals for any type of
    treatment short or long-term.  Medical care
    also includes mental health crisis counseling
    services.
  • Basic mass care services such as food, child
    care, toiletries and telephone availability to
    call family or friends.
  • Any good or service that is necessary for the
    health or welfare of these U.S. citizens and
    their dependents.
