2Introduction to Bilingual Education
- The Bilingual Education Act became Title VII of
the Elementary and Secondary Education Act
Amendments in 1967. The Act passed and was signed
by President Lyndon B. Johnson on January 2,
1968. - Purpose
- To conserve the language resources
- To advance the learning of those children who
were not native speakers. - It sought to make learning the objective of the
classroom, using other languages in addition to
English to accomplish this goal.

they get support in their linguistic development
at home. - Parents in bilingual family need to be very
active and spend a lot of time talking with their
children. - Need to have enough of both languages spoken to
them. - Create a rich language environment through play,
books, videos, songs, etc.

interactions are associated with the childs

child are mutually focused on a single subject or
activity

- Most schoolteachers are native speakers of the
majority language and their skills in the
minority language are unlikely to be perfect. - Children should not have to sit through
instruction which is patently unsuitable for
them - They have special needs if they are to reach
their full potential in both languages

- A good teacher takes into consideration the
different possible learning styles of pupils - Factors include age, literacy need, and
motivation must be determined - Every learner should have benefit of equal
educational opportunities - Groups cannot be excluded
- Must consider Who is the learner we are
considering? and/or What is the dominant language
of the community?

- Self esteem-The value each of us places on our
own characteristics, abilities, and behaviors. - The importance of the goal. (William James-1890)
- Collective self-esteem-Beliefs about the worth of
the groups you belong to. - Pride in family and community.
- Encourage ethnic pride.
