General Information
  • Created by the State Legislature in 1994 to help
    meet the housing needs of very low income
    families and individuals (RSMo 215.034).
  • Housing Trust Fund monies are used to provide
    housing and housing services to persons with
    income at or below 50 of the statewide median
    income.
  • 50 of the funds must be used for persons below
    25 of the statewide median income.

General Information
  • The Trust Fund is supported by the set-aside of
    3 from the recording fees on all real estate
    documents filed in the State of Missouri.
  • Annual funding has ranged between 5 million and
    6 million during the past few years.
  • Typically receive the annual allocation during
    the month of August and the NOFA (Notice of
    Funding Availability) is posted on the MHDC
    website (www.mhdc.com/housing_trust_fund/index.htm
    .)
  • 30 of the Trust Fund is allocated for non-profit
    agencies.

Allocation of Funds(refer to MHTF-110)
  • MHDC has derived the following five grant types
    as priorities in 2008 to meet the needs of both
    the chronic and episodic homeless population
  • 1. Emergency Assistance for Homeless
    Prevention
  • 2. Construction/rehab of homeless shelters and
    facilities
  • 3. Project Based Rental Assistance
  • 4. Home Repair
  • 5. Operating Match Funds

Construction/Rehabilitation
  • May be used for
  • Single room occupancy rental units
  • Permanent housing for the homeless
  • Shelters and transitional housing for the
    homeless

Rental Assistance
  • May be used for
  • Project-based rental assistance for qualified
    tenants in newly constructed or rehabilitated
    affordable housing.
  • For tenants of existing rural developments funded
    by USDA/Rural Development, HUD or MHDC.

  • May be used for
  • Weatherization
  • Accessibility
  • Repair or replacement of major systems
  • Repairs for life safety issues
  • Environmental abatement

    430pm (no exceptions).
  • Submit 2 copies of application in 2 complete
    binders (binders must be 1 inch, 3-ring,
    hard-covered binders)
  • 1 electronic copy onto CD and place inside the
    front cover of 3-ring binder

    MHTF funds will increase the applicant's ability
    to serve low-income individuals, and collaboration

Ranking
  • Sponsors/providers are advised that applications
    for MHTF funding are selected through a

    Recommendations established by the MHTF core team
    will be presented to the commission for approval.
