Regulatory Division in RA is responsible for
USO.(RDTariff-Operator Licensing-Competition-USO
)Short term USO is the duty of TCI now, and
they should provide basic services for all the
rural area and villages (min 20 residents).This
strategy will continue at least until end of the
3rd 5 years program.

lines are issued (state License for specific
province open national license).Prepaid
Mobile Service Private License is issued for 2
Million prepaid mobile services and extendable up
to 6 M.Mobile Operator Second private mobile
operator will be selected for 2 Million cellular
phones until March 2004.
