Title: ICES Advice Focus on special requests Mette Bertelsen, ICES
1ICES AdviceFocus on special requestsMette
Bertelsen, ICES
2ICES Strategies
- Focuses on long term management strategies, mixed
fisheries aspects and ecosystem interactions - ICES is NOT just a fisheries organisation
environmental/ecosystem science central - has been working on a range of ecosystem-related
issues for many years, through Adv Com and WGs - include issues connected with the development of
the European Marine Strategy in co-operation with
DG-Env (e.g. Guidance on the Application of the
Ecosystem Approach to Management of Human
Activities in the European Marine Environment)
3Growing focus on Regional Management
- Regional Assessment WGs (established in 1995)
- Regional Coordination Groups on data sampling
- Regional advice on an ecosystem basis
- RACs
4ICES Advice format
- Advice increasingly being given in a fisheries
and ecosystem context on an area basis - on
basis and assessment of single stock status and
exploitation boundaries -
- Mixed fisheries considerations in management
- Impact of environmental changes on fisheries
- Fisheries impacts on the ecosystem
5Structure of the ICES Advice report
- All advice, from recurrent and special requests,
are collected in annual report and on the web - http//www.ices.dk/products/icesadvice.asp
- Volume I explains framework for assessments and
advice - Vol II general and non-regional advice
- Vol III VIII regional reports. Each volume
deals with an ecosystem/region - consist of ecosystem overview, description of
human impact on ecosystem, description of
fisheries, a series of stock summaries
6Requests for advice
- Traditional procedure of treating requests at
Annual Science Conference (ASC) and incorporate
them into next years ToRs (Memoranda of
understanding - MoU) - Special requests Questions from clients that
cannot wait until next ASC some require a quick
answer (deadlines have in some cases been approx.
a month)

8Special requests
- Requested by Commissions and member states
- Resources available to answer Experts in all
fields related to the living marine resources (
diverse science base) - ICES Secretariat facilitates contacts and
coordinates the process subject to commitment
from the national institutes - Costing 1) As part of Client standard
contribution, 2) Additional costs, 3) Full cost
recovery - A list of requests is on our website
http//www.ices.dk/advice/request/requesttable.asp
9Handling the requestAnalysis of Problem
- Secretariat with Advisory Committee Chair/MCAP
chair develop the approach to deliver advice
(identify experts, meeting, deadline, budget) - First Analysis and first draft of advice
- WG dealing with the stock
- Small group of invited experts
- Secretariat
10Handling of the requests Quality Assurance -
Review
- Analysis checked by
- Entire Advisory Committee
- An Advisory Committee sub-group
- (Mostly standard advice) an independent Review
Group which includes experts - involved with the stock
- from other areas
- from other parts of the world, e.g. New Zealand
11Types of requests
- Strategic issues
- Long Term Management plans, Guidance on the
application of the Ecosystem Approach to
Management of human activities in the European
marine environment, Bioregions - Tactical issues
- Assess new info and review advice for a stock,
change in TAC - Sole in Division IIIa 2005
- Cod in eastern Baltic (also area closures)
- Anchovy Bay of Biscay
- Frequency
- 2004 14 (12 fisheries, 2 environment)
- 2005 19 (15 fisheries, 4 environment)
12Achievements of system
- Timely and Responsive
- Flexible allows ICES more interactions with
the clients - Long term - Extra time at Advisory Committee to
be used on strategic issues
13ACFM Advisory Committee on Fisheries Management
- Formulation of advice and strategic issues
- Members
- Independent elected chair Martin Pastoors
- 1 scientist from each of the 19 member countries
plus Greenland and Faeroes Islands - Chairs of relevant ICES science committees (3)
- Observers
- Fisheries Commissions (EC, NEAFC, NASCO)
- Stakeholders (Industry and NGOs)
14Example of special request for ACFM 2005
- Task to evaluate and advice on appropriate
management strategies for some North Sea stocks,
Baltic Cod and Deep Sea Stocks (Requested by EC) - Analysis An ad hoc group consisting of man.
strategy experts and assessment scientists set up
to analyse and draft advice - Peer Review
- Advice ACFM
- Usage Together with other analyses/evaluations
input for management discussions of recovery and
management plans
15Advisory Committee on Ecosystems - ACE
- provides scientific information and advice on the
status and outlook for marine ecosystems, and on
exploitation of living marine resources in an
ecosystem context - plays a significant role in leading the strategic
development of the science and advisory framework
needed to support an ecosystem approach - Chair Simon Jennings
- Same structure as ACFM
16Example for ACE/ACFM vulnerable habitats 2005
- Task to provide advice on impacts of fishing on
deepwater habitats and using closed areas to
minimise damage to valued habitats (seamounts)
(OSPAR and NEAFC) - Analysis two deepwater WGs Rockall Bank
based on VMS information and scientific records
for areas of known cold water coral occurrence - Peer Review
- Advice jointly by ACE and ACFM
- Usage
- NEAFC possible area closures for fishing
activities - OSPAR Defining OSPAR Marine Protected Areas
17OSPAR Network of Marine protected Areas
Used as input to mapping the distribution of
habitats on list of declining species and
habitats

18Example for ACE Eco-regions 2004
- Task advice on appropriate eco-regions for the
implementation of an ecosystem approach in
European waters (EC) - Analysis ad hoc Expert group. Eco-regions based
on biogeographic features, taking account of
existing political, social, economic and
management divisions. Group Membership included
expertise outside ICES laboratories - Peer Review
- Advice ACE
- Usage input to Eco-Region definition in the
European Marine Strategy
