Title: Compliance to new
1Compliance to new Australian Standard AS1418-19
for Telehandlers
2- The status as at August 2007
- Telehandlers are known as
- USA Rough Terrain Forklift - ASME56.6 11
- Europe Variable Reach Truck EN1459
- Australia Pick and Carry Crane
- - EN1459 for fork tynes and buckets
- -AS1418-5 for freely suspended loads
(jib/hook) - All configurations of Telehandler in Australia
are Cranes and must provide the same level of
safety as a Crane as per Crane Standard AS1418-5,
when handling freely suspended loads. - Roto Telehandlers must comply with AS1418-5, the
Crane Standard.
3- Today, if you want to pick up a freely suspended
load, as pictured as per EN1459 for fork tynes
and buckets and AS1418-5 for freely suspended
loads (jib/hook) - If the capacity of the telehandler is over 3
ton, then a rated capacity limiter (as per
AS1418-5) is required. (EQSS, Robway, 3B6, etc.)
4Today, if you want to pick up a freely suspended
load, as pictured as per EN1459 for fork tynes
and buckets and AS1418-5 for freely suspended
loads (jib/hook) B. If the capacity of the
Telehandler is 3 ton or less, then there is a
requirement for a Longitudinal Stability Limiter
and Indicator when picking up a freely suspended
load.
5Advantages of the new Australian Standard
AS1418-19 for Telehandlers
6When picking up fixed loads, fork, bucket, hay
bale etc, the requirement for all size
Telehandlers was a Longitudinal Stability
Indicator. AS1418-19 now requires a Longitudinal
Stability limiter and Indicator in standard.
7 Changes in the new standard AS1418-19. If the
Telehandler with fixed jib/hook attachment
is 3 ton or less, then there is a requirement
for a Longitudinal Stability Limiter and
Indicator and a Maximum Capacity Limiter when
picking up a freely suspended load.The Jib/hook
attachment must be able to lift the maximum
capacity of the Telehandler. If a 3 ton
telehandler on tyres has only a 2 ton jib
capacity, based on stability testing on 5 degrees
lateral (side ) slope, then the jib function must
be de-rated. A relief valve can be used for this.
A keyed switch device can be used to block the
relief valve to allow full fork/bucket function.
Some envelope control may be needed when on
tyres. A very simple safe system.
8 Changes in the new standard AS1418-19. If the
fixed jib/hook attachment is on a 3.2t, 3.5t,
3.7t, 4t, 5t, 6t or 7 ton Telehandler, then the
jib/hook capacity can be derated to 3 ton or less
. There is a requirement for a Longitudinal
Stability Limiter and Indicator and a Maximum
Capacity Limiter when picking up a freely
suspended load. The Jib/hook attachment must be
able to lift the maximum capacity of the
Telehandler. A relief valve can be used to
de-rate the jib capacity to less than 3 ton. A
keyed switch device can be used to block the
relief valve to allow full fork/bucket function.
Some envelope control may be needed when on
tyres. A very simple safe system. In
the old standard, a telehandler above 3
tons had to be permanently de-rated for all
attachments to 3 tons or less
OR have a Rated capacity limiter
installed.
9 Changes in the new standard AS1418-19. If the
fixed jib/hook attachment is on a 3.2t, 3.5t,
3.7t, 4t, 5t, 6t or 7 ton Telehandler, then the
where jib/hook capacity can be derated to 3 ton
or less, there is a requirement for a
Longitudinal Stability Limiter and Indicator and
a Maximum Capacity Limiter when picking up a
freely suspended load. If the Jib/hook attachment
is capable of lifting only 2 ton, then for the
maximum capacity limiter, a load cell /strain
gauge on the jib, will prevent the telehandler
lifting more than the Jibs capacity. This
feature requires a cable up inside the boom
to the connecter at the quick hitch assembly.
Some envelope control may be needed when on
tyres. A very simple safe system.
10 Changes in the new standard AS1418-19. If the
Telehandler with fixed jib/hook attachment is
a unit above 3 ton, ie 3.2t, 3.5t, 3.7t 4t, 5t,
6t or 7 ton Telehandler, where the jib/hook
capacity needs to be above 3 ton, ie a 4 ton
hook attachment, a Rated Capacity Limiter and
Indicator must be used when picking up a freely
suspended load. The Jib/hook attachment must be
able to lift the maximum rated capacity of the
load chart. The systems used for this compliance
may be a EQSS, 3B6 or Robway type system.
These systems control the capacity and
lift/outreach envelope for all attachments,
including forks, buckets, hooks and jibs. The
operator needs to understand the functions of
these systems. Pick up more than 3 ton on jib or
hook Fit EQSS,3B6 or Robway or equivalent
system.
11- Summary of New requirements for AS1418-19
Standard. - New style load charts similar to Crane load
charts. - Momentary override controls that automatically
reset within 60 seconds. - Maximum capacity limiter can be used in
combination with Longitudinal stability limiter
for units with freely suspended loads less
than/equal to 3 ton. This is a Major change in
direction and will reduce the cost of complying
to the new Standard. You can have a 6 ton
Telehandler with forks and have it de-rated to 3
ton, only when the jib/hook is attached. - LSI must prevent main lift function, tele extend
and main lower function. - Stability test in the freely suspended load pick
and carry position on 5 degree lateral slope. - Specific requirements for telehandlers with
baskets to fully meet AS1418-10, the MEWP
standard. A Telehandler manufacturers Rated
capacity chart based on stability testing is
required for each attachment. - Roto telehandlers to be designated as cranes, and
must also comply with AS1418-19 when used with
forks and other attachments, and AS1418-10 when
used as MEWP.

14A multi mode timer or digital timer connected to
the over-ride switch can be used to limit the
over-ride function to less than 60 seconds.
15A simple method to de-rate the lifting capacity
of the telehandler (maximum capacity limiter )
when the jib/hook attachment is used. Connect the
relief valve to the lift circuit and only allow a
lower (preset) pressure to the lift cylinder. For
forks, bucket etc, engage a separate keyed switch
and engage the solenoid blocking valve to resume
normal lift pressure.
16- Changes in the new standard AS1418-19.
- Testing on tyres (pick and carry ) mode _at_ 8.75
( 5 degrees Lateral slope) for units that will be
used for freely suspended loads and fixed loads. - Adjust load chart and/or envelope to comply with
stability requirements.
17There are many types of attachments, and each
attachment needs a Telehandler manufacturers
load chart based on stability testing to AS1418-19
Telehandlers with man baskets must also fully
comply with the MEWP standard AS1418-10, and the
unit must be design registered as a MEWP.
18There are many types of Jibs and hook
attachments.
19Roto telehandlers must meet he requirements of
AS1418-5 Crane Standards, and also comply with
AS1418-19 for use with forks and other
attachments.
20Typical Display for a 3B6 system in the cab.
Operator confirms attachment. Operator selects
attachment from menu, jib, hook, forks, bucket
etc.
