Title: Missouri Emergency Resource
1Missouri Emergency Resource Information System
(MERIS)
2Project Overview
- Vision
-
- Provide the State with a platform that can be
used - to meet the needs today, and in the future,
- for all jurisdictions to be able to participate
in - planning, managing, maintaining, executing
response and recovery operations with common
operating systems that provide near real-time
situational awareness and synchronization of
actions relating to emergencies and disasters.

4Project Overview
- User Expectations
- It is expected that the MERIS platform will be a
NIMS compliant, web-based tool that will be used
both on-line, and in some cases off-line, and
offers - Event management regardless of scope and scale,
- A common operating picture,
- Support for private and public resource and asset
management functions, - Integrated credentialing tools,
- Minimization of redundant data input,
- Geo-mapping options with an information link to a
data warehouse, - Templates for planning, operations resource,
finance and intelligence functions, - Reports for current situation to include
real-time weather and weather forecasting tools - This platform will provide a seamless tool for a
unified approach for multiple jurisdictions
conducting simultaneous operations during
response and recovery to emergencies and
disasters.
5(MERIS)
- Concept of Operations Workshops
6What is a Concept of OperationsWorkshop?
- It is a workshop to define the capabilities of
MERIS and determine in a group setting the
methods for implementation of the system to your
organization.

9Workshop Guidance
- A Lead Stakeholder organization is identified for
each workshop. Each Organization designated as a
Lead Stakeholder will also serve on the MERIS
Steering Workgroup. - Core stakeholders have been identified but this
list is not all inclusive and Lead Stakeholders
have the latitude to invite others as appropriate
to the workshops. - Lead Stakeholders are encouraged to contact their
core stakeholders for each workshop to provide
follow up for attendance and will coordinate with
Office of Homeland Security for rescheduled dates
if needed. - We want to be inclusive of attendee, but time
availability and workshop size may prohibit
everyone we would like to attend. We will
involve partnership Associations such as RHSOC
Chairs, MEPA, Sheriffs Associations etc. They
will assist us in considering the requirements of
the organizations they represent. - If a workshops attendance does not support the
date shown on the schedule, there are alternate
dates available, but we are restricted to the
dates shown on slides 11,12 13. - The workshop discussion topics shown on the
slides are to generate some initial thoughts.
This list is not all inclusive. During the
workshops, stakeholders will have the opportunity
to add topics to the discussions.

31Workshop Data
- Each Workshop will provide data that will be used
for integration, configuration and population of
MERIS. - It is important to be mindful that we wont be
changing the contractual services of the
statewide deployment of MERIS. - We hope to gain an operational understanding of
who will use the system in your organizations as
well as how you will best use it. - This could result in you making changes to
operational procedures for your organization in
your emergency operations plans.
32MERIS Steering Workgroup
- The MERIS Steering Workgroup will support the
statewide deployment and address issues that
would involve recommendations to the Homeland
Security Coordinator or Advisor (as appropriate)
on overarching operational issues that are
discovered during this process. It is not
anticipated that we will have a meeting schedule
unless issues arise. - The MERIS Steering Workgroup members include
- DPS
- SEMA
- OHS
- MSHP
- Div Of Fire Safety
- MO Private Public Partnership (MO P3)
- DHSS
- MERC
