Title: Planning and Programming to PD

1
Planning and Programming to PDE
  • Presented by
  • Christine Haddock
  • WilsonMiller, Inc.

2
What is ETDM?
  • Efficient Transportation Decision Making Process
  • A new integrated approach to transportation
planning, project development and delivery in
    Florida
  • Creates linkages between land use,
    transportation, and environmental resource
    planning initiatives through early, interactive
    agency involvement

3
Common Misconceptions
  • ETDM is NOT
  • A separate process than PDE
  • Something that happens before PDE
  • A computer based process for doing a Planning and
    Programming Screen

4
Environmental Screening Tool (EST)
5
Environmental Technical Advisory Team (ETAT)
  • Includes federal and state agencies, planning
    organizations and tribal representatives
  • Provide comments during the planning and
    programming phases
  • Coordinate with the Districts during PDE and
    Design

ETDM Process
8
Changes in PDE since ETDM
  • Advance Notification (AN) is already distributed
    and comments are available
  • Class of Action (COA) is already assigned for a
    project
  • More project information is available
  • Coordination with regulatory agencies is already
    initiated
  • Public involvement has already begun

9
The Advance Notification Process
  • Initiated through Environmental Screening Tool
    (EST)
  • AN Package
  • Created during the Programming Screen
  • Distributed with Programming Screen Notification
  • Federal consistency review and ETAT review take
    place concurrently
  • AN distributed to other interested agencies
    electronically

11
Class of Action Determination
  • Takes place after a Preliminary Programming
    Screen Summary Report is published
  • Results are published in a Final Programming
    Screen Summary Report
  • Additional information available for lead
    agencies assigning COA
  • Documented in the EST
  • Includes online signatures

24
Changes to the PDE Manual
  • Part 2 currently being updated
  • AN and COA process
  • Guidance on what information to use from
    Programming Screen Summary Report
  • Continue coordination with agencies

25
Benefits to PDE Process
  • Screening Events and ETAT comments used for
tailoring consultant scopes of service to each
    specific and unique project.
  • Enabled a cooperating agency to participate and
more fully engage in project development
    meetings, thereby improving communication of
concerns and issues that can then be addressed by
    PDE staff.
  • Assisted in preparation of scope of services for
project, identified specific areas of concern and
allowed some technical reports to be eliminated.

26
Benefits to PDE Process
  • Project screening events have facilitated the
identification of key project issues early in the
planning process and allowed the FDOT to focus
resources on the issues that warrant further
    evaluation during project development.
  • Resources are no longer used to study issues to
prove the negative when ETAT members have
indicated that there are minimal or no potential
    effects.
  • Early evaluations have minimized the number of
project alternatives that are moved forward to
the project development phase for more detailed
    evaluation.

27
Benefits to PDE Process
  • Accelerated production schedule by 6 months by
overlapping PDE and Design schedules and moving
    survey work into PDE.
  • Funds were moved to the design phase and the PDE
was done with a district wide contract in interim
years, advancing the project in the work program
    by two years.
  • ETAT summit meeting was held which facilitated
resolution of several permitting issues with the
    ACOE, SFWMD and USCG.
  • Enhanced project-related communication between
    PDE and Planning units.
