2PURPOSE
TO SOLICIT THE COUNTIES SUPPORT TO JOIN IN
PATNERSHIP WITH NCEM TO DEVELOP A CREDIBLE
RESOURCE ASSESSMENT PROCESS IN EVALUATING
REQUIREMENTS AGAINST AVAIABLE RESOURCES
CAPABILITIES IN A MODEL DISASTER SCENARIO. THE
RESOURCES THAT WERE IDENTIFIED AS
UNAVAILABLE WOULD CONSTITUTE THE LOCAL
TPFDL. THE TPFDL, AN ADVANCED PLANNING DOCUMENT,
WOULD PROVIDE THE SERT WITH A PRIORITY TEMPLATE
OF NEEDS TO DEPLOY TO THE COUNTY IN A
DISASTER. THE STATE WOULD DEVELOP A NC TPFDL TO
GIVE TO FEMA.

4BACKGROUND
gt STATE RESOURCES ARE EXPECTED TO BE QUICKLY
DEPLOYED TO A DISASTER. gt STATE RESOURCES ARE
EXPECTED TO BE DEPLOYED IN PRIORITY OF
NEED. gt THE STATE RESOURCES DEPLOYED TO A
DISASTER ARE USUALLY THE SAME IN EACH
DISASTER SCENARIO. gt NCEM RELIES ON THE NC
NATIONAL GUARD TO MOVE RESOURCES IN THE EARLY
STAGES OF A DISASTER.
5TIME-PHASED FORCE AND DEPLOYMENT LIST(TPFDL
PRONOUNCED TIP FIDDLE)
TPFDL IS A MILITARY TRANSPORTATION MANAGEMENT
AND OPERATIONAL TOOL DESIGNED TO DEPLOY MILITARY
RESOURCES INTO A COMBAT AREA IN AN ORDER OF
PRIORITY. IT HAS BEEN USED SUCCESSFULLY BY THE
MILITARY FOR YEARS. EMERGENCY MANAGEMENT IS
CONCERNED WITH THE ORDERLY AND RAPID MOVEMENT OF
STATE/FEDERAL RESOURCES TO SUPPORT VICTIMS AND
RESPONDERS IN A DISASTER EVENT. FEMA APPROVED
THE TPFDL CONCEPT MARCH 1996. THE FEDERAL TPFDL
HAS BEEN DEVELOPED IN COORDINATION WITH THE
EMERGENCY SUPPORT FUNCTION (ESF) AGENCIES.
6THE TPFDL SHOULD INCULDE THOSE RESOURCES THAT
SERT MOST OFTEN DEPLOY IN A DIASTER EVENT. WHILE
EACH DISASTER IS DIFFERENT AND REQUIRES THE
DEPLOYMENT OF SELECTED ITEMS, THE STATE TPFDL
SHOULD OFFER A TEMPLATE OF RESOURCES FROM WHICH
THE AFFECTED COUNTY CAN CHOOSE. USING THE TPFDL
FACILITATES THE MOVEMENT PROCESS, IT ALLOWS
EMERGENCY MANAGEMENT TO EFFECTIVELY
AND EFFICIENTLY MONITOR AND MANAGE RESOURCES
ARRIVING TO THE DISASTER AREA. A TPFDL CAN BE
ACTIVATED IN ADVANCE OF A DISASTER WHEN WARNING
OCCURS, OR AFTER A DISASTER. THE CRITICAL
ELEMENT IN THE PROCESS IS THE ADVANCE PLANNING
BY STATE AND LOCAL AGENCIES TO ACCURATELY IDENTIFY
AND DESCRIBE THOSE RESOURCES THAT WOULD BE
DEPLOYED IN THE SCENARIO.

THE MORE RESOURCE DATA COMPILED IN ADVANCE OF
THE EVENT, THE MORE EFFICENT THE DEPLOYMENT AND
THE MORE FOCUSED RESPONDERS AND PLANNERS CAN BE
ON THE RESPONSE AND ADVANCED PLANNING EFFORTS.

DISASTER TYPE, PRIORITY, UNIT LINE NUMBER,
LEAD AGENCY - RESOURCE, ORIGIN, EARLIEST
ARRIVAL DATE AND LATEST ARRIVAL DATE. F.
AFTER COMPLETION OF COUNTY TPFDL, THE STATE
SHOULD DEVELOP A NORTH CAROLINA TPFDL FOR
EACH HAZARD AND SUMMIT TO FEMA.
