Title: Leicester City Council LCLIP
1Leicester City Council LCLIP
By Matthew Owen Climate Change Researcher
2What is an LCLIP
- UK Climate Impacts Programme developed the Local
Climate Impacts Profile tool - to allow Local Authorities to
- better understand their exposure to weather and
climate - It forms a vulnerability assessment of local
risks and impacts to council assets and service
delivery (part of NI 188 Level 1)

3Our Approach
- Leicesters LCLIP investigation involved
- A keyword review of Leicester Mercurys
electronic archives between 2000 to 2008 - A consultation process with council officers from
key service areas to collect evidence of weather
impacts - Use LCLIP findings to inform a risk register
www.Leicester.gov.uk
4Media Review
- The Leicester Mercury achieves identified 127
articles and 102 weather events - The common weather type reported was...
Storms and high winds 52
The most common impacts reported were
Transport disruption 47 Damage to built
environment 21

5Limitations of Media Review
- Choice of key words
- Leicester Mercury covers the whole of
Leicestershire, therefore problems identifying
local events - Reports can be weeks after event
- Potential for exaggeration of impacts for shock
value - Dependant on status of news day

6Limitations of Media Review
- Most importantly.
- News articles rarely report impacts specific to
council services - Consequently a great deal of time and effort is
needed to relate these stories to council
services - 9 times out of 10 the council was not affected
