  • It is a Monday morning in May and due to
    construction on a major roadway in the area,
    traffic is being diverted to the road that runs
    in front of your school. The office is busy with
    more than usual "tardies" even a few of the
    buses were late arriving at school. The street in
    front of school is jammed with rush hour traffic
    and tempers are short. Your SRO is away in
    training for the day, but a new, substitute SRO
    has been sent to the school.

  • As traffic thins in front of the school, a pickup
    truck stops suddenly to let a student in an
    oncoming car turn left in front of him into the
    school's parking lot. A large tanker truck
    behind the pickup truck does not stop, and
    rear-ends the pickup truck, overturns and skids
    into the school parking lot, striking the car
    that just entered.

  • While the office in on the phone with the 911
    operator, you learn that the fire department and
    EMS have already been dispatched to the scene.
    The operator asks if anyone at the school can see
    (without going outside) any diamond-shaped signs
    with numbers or anything on the tanker truck that
    might indicate what it is carrying. Throughout
    campus, students have approached the front
    windows to see the accident.

  • Some gaseous substance is leaking from the
    tanker. Students from the first period gym class
    are observed approaching the wreck. They appear
    to be following the coach who has gone to the
    scene to help. As they approach, they begin
    coughing. Some turn and run to the building,
    entering the office. They have difficulty
    breathing and watery eyes. You see "1017" sign
    on the tanker.

  • A small fire appears in the wreckage and you are
    concerned that spilled fuel or the contents of
    the tanker truck may ignite. Emergency sirens
    can be heard approaching. The 911 operator tells
    you to shelter-in-place at the school. The
    operator reports that the "1017" placard means
    the tanker is full of chlorine and advises you to
    move everyone toward the back of each building,
    away from the accident scene, without going
    outside.

  • Emergency responders have arrived and set up a
    command post upwind from the accident scene.
    They contact the SRO via radio to confirm that
    the school has brought/kept everyone inside, shut
    off its HVAC, closed and locked all doors and
    windows, and moved everyone to the back of the
    campus. The SRO advises that the coach and 3
    students that approached the wreck are still out
    there and are probably "down".

  • People in traffic have left their cars and some
    are running to seek shelter in the school. Doors
    are locked and staff have been instructed not to
    open them during shelter-in-place. Reports have
    come from some classrooms that students are
    coughing and rubbing their eyes. A few teachers
    report that students have called their parents on
    cell phones.

  • Due to the expanding fire and favorable wind
    direction (blowing chlorine away from the
    school), emergency responders decide to evacuate
    the school and instruct you to follow your
    evacuation plan, with everyone exiting quickly
    from the rear exits. Emergency responders have
    established a perimeter around the scene and are
    turning away frantic parents who have come to
    pick up their children.

  • After safely evacuating the school and assembling
    at your pre-designated shelter location, parents
    begin arriving, some after being turned away from
    the school. Some students at the shelter
    location require first aid. A few others are
    extremely disturbed and inconsolable after
    witnessing the wreckage in front of the school.
    Staff are having difficulty keeping parents from
    rushing off with their students. The local TV
    news crew arrives.

  • One month has passed since the accident in front
    of your school. The front parking area and
    entrances were closed for decon-tamination,
    cleanup and repairs. The coach and two students
    died (one from inhalation, one in the wreckage).
    The school staff is meeting today with district
    administration and local emergency responders to
    review the incident and recommend changes to
    plans and procedures. What changes will be
    discussed at this meeting?
