Telemedicine e-Health Initiatives of Ministry

Introduction

• MoHFW proposes to facilitate the expansion of
  e-health initiatives in the states over the XI
  plan in comprehensive manner
• As part of this initiatives the existing e-Health
  initiatives are proposed to be evaluated
• The e-Health initiatives which may be included in
  the scale of cover a wide range of interventions
  from service delivery to training and capacity
  building

Illustrative e-Health Interventions Proposed to
be taken up during the XI PlanService Delivery

• National Onconet Project Network between 25 RCCs
  4 peripheral hospitals to each RCC (final stage
  of planning and implementation)
• National Ophthalmology Network (pilot study has
  been done in recent past, scaling of these
  activities in the coming period)
• National Rural Telemedicine Project under NRHM
  (draft guidelines have been circulated to states
  and funds released to create / expand the
  existing initiatives), Regional Workshops are
  planned in Lucknow, Chandigarh, Puducherry and
  Guwahati

Surveillance,Monitoring Resource Mapping

• Integrated Disease Surveillance Project Network
  between district hospitals and community medicine
  departments of the medical colleges of the states
• Health MIS needs to be e-Enabled to ensure timely
  flow of data and smart collation to create
  paradigms which can be used by Planners at
  various levels
• It is proposed that the various health facilities
  (Allopathic AYUSH), Laboratories, Training
  Centers, Health Manpower and other inputs would
  be positioned on GIS enabled maps to optimize
  utilisation

Terms of References

• To work on inter-operability, standards for data
  transmission, software, hardware, training etc.
• To define a national telemedicine grid and
  consider its standards and operational aspects
• To identify all players and projects currently
  involved in telemedicine in India and evaluate
  their performance, capacity and replicability
• To prepare pilot projects for connection of super
  specialty hospitals/ medical colleges with
  district hospitals and/or Community Health
  Centers / Primary Health Centers especially
  keeping in mind to provide access to remote areas
• To prepare national cancer telemedicine network

• 6. To examine possibilities of utilization of
  stand alone centers of department of
  communication in rural areas

  electronic medical records and patient data base
  which could be accessed on a national
  telemedicine grid

  medical/ dental/nursing colleges in three years
  time

  through telemedicine
• 10. To draft a national policy on telemedicine
  and telemedical education and to prepare a
  central scheme for the 11th Five Year Plan

Conclusion -1

• India is ideal setting for IT assisted healthcare
• It is feasible (perhaps advisable) to set up a
  National Health Grid to be shared by healthcare
  providers, trainers and beneficiaries taking the
  advantage of a strong fiber backbone and
  indigenous satellite communication technology
  with large trained manpower in this sector
• A number of pilot projects on e-Health have been
  taken up over the past years by private concerns,
  corporate, NGOs, Medical Colleges and research
  institutions
• The ground work on telemedicine has also been
  established by other stake holders including
  ISRO, DIT, State Governments and specialty
  Institutes/ Hospitals
• The successful outcome of many of these
  initiatives need to be evaluated and scaled up in
  the states

Conclusion -2

• Inspite of many e-Health activities in place the
  IT infrastructure and IT understanding in health
  sector still not adequate resulting in poor
  participation in e-Health strategy
• While the cost of many inputs have come down the
  cost of equipments, bandwidth and skilled
  manpower is still very high
• The administrative and financial constraints for
  implementation of e-Health are delaying the
  progress in this matter
