• High rates of morbidity, disability and mortality
  of productive age population
• Negative population growth in the city ( the
  natural population growth coefficient for the ten
  year period is -5)
• High rate of drug and substance abuse, cigarette
  smoking and alcohol dependence
• Inefficient utilization of health care and
  administrative resources
• Environmental situation

project

• Development of democratic institutions in the
  country
• Law on local self-governance
• Law on protection of consumer rights
• Health care legislation
• Law on community health wellness
• Improvement of the legislative framework for NGOs

Odessa City Healthcare Infrastructure

• 11 -12 hospital beds per 1,000 population
• 4.8 physicians per 100 people
• 1,000 hospital beds in sea transport and railway
  health care facilities
• 800 hospital beds in military health care
  facilities

• Lack of understanding of the notion common
  medical space and hence lack of integration
  between health care providers

  inefficient utilization of resources
