Background
Basel Convention
  • Swiss Initiative - a pilot partnership project.
  • Initiative is based on the Declaration on ESM,
    which calls for establishment of partnerships
    between governments, industry and
    non-governmental organizations.
  • Mobile Phone Working Group (MPWG) was
    established.
  • Membership of the MPWG include mobile phone
    manufacturers and telecom operators.
  • Observers from refurbishing companies, recycling
    industry and environmental groups also
    participate in MPWG meetings.

Work Program of MPWG
Basel Convention
  • It includes the following
  • Initiatives for reused phones that re-enter the
    market to ensure high quality after refurbishing.
  • Transboundary movement of used mobile phones to
    be reused, and those shipped for refurbishing,
    repair, recovery and recycling.
  • Advise on any programs, legislation and/or
    regulations for an effective collection of
    end-of-life mobile phones.
  • Provide guidance on environmentally sound
    practices for recycling and recovery.
  • Identify role of Basel Regional Centers to assist
    in the development of legislation, establishment
    of recycling facilities, dissemination of info
    and raising awareness.

Organization of Work
Basel Convention
  • MPWG had 3 face to face meetings and a number of
    teleconferences, the 4th meeting will follow this
    side event.
  • Established 4 project groups to deal with the
    work program.
  • Projects started after OEWG 1 approved the work
    programme at its meeting in April of 2003.
  • Progress reports of each project group will be
    presented later on by respective project group
    chairs.

  • Project Group 2.1- Chair Joachim Wuttke from

    that apply to transboundary movement.
  • Project group 3.1- Co-chair Bob Tonetti from
    USEPA Françoise Salamé from Switzerland
  • Recovery Recycling of end-of-life Mobile Phones
    .
  • Project group 4.1A- Chair Julie Rosenbach from
    USEPA
  • Awareness Raising and Training-Design
    Considerations.

STATUS - OEWG4
Basel Convention
  • Reports from project group 1.1 and 4.1 have been
    finalized, and submitted to the MPWG for
    approval.
  • Glossary of Terms has been finalized, and is on
    Basel website.
  • Report of project group 3.1 is almost finished,
    and should be going to MPWG for approval.
  • Project 2.1 (collection schemes and transboundary
    movements) - discussions are on-going.
  • Second draft overall Basel Guidance document on
    environmentally sound management of end-of-life
    mobile phones available as an information
    paper
  • contains a summary of reports, as prepared by
    project groups 1.1, 3.1 and 4.1A plus glossary of
    terms
  • once the project group 2.1 completes its work,
    information will be added.
  • third draft will be submitted to the OEWG 5 for
    approval
  • Pilot Project on collection and treatment of used
    and end-of-life mobile phones (project 2.2)
  • Way forward on selection of a country or
    countries to be discussed during the MPWG meeting
    which will follow this side event.

Future Action Items
Basel Convention
  • Need more interest and participation by
    developing countries in the work of MPWG, and
    project group 2.1 discussions.
  • Completion of the questionnaires as prepared by
    the project group 2.1.
  • Provision of voluntary funds to initiate
    collection pilot projects.
  • Commitment to review and provide comments on the
    overall Basel Convention Guidance document, prior
    to being submitted to OEWG 5 and COP8 for
    approval.
  • BCRC to review regional interest in hosting a
    pilot collection project, and make suggestions to
    the Secretariat, based on the outline developed.
