• work started summer 2004
• late start (last of project groups)
• around ten phone conferences
• starting with collection issues
• now dealing with transboundary movement issues
• two questionnaires
• national experience in collection and
  transboundary movement
• testing and evaluation of used mobile phones
• participation has grown from 15 to over 30
• difficult negotiations concerning the
  transboundary movement issues
