  • Calculation on area expansion is based on the
    trend of expansion during last decade and the
    targeted production level of 300 million tonnes
    by 2011-12 (area expansion under NHM have been
    targeted at 4.6for fruits and 6.1 for
    vegetables)
  • However, productivity of horticultural crops
    remain the key to achieve the targeted production
    level.

SHORT COMINGS IN NURSERERIES
  • Scion shoots are taken from the orchards of old,
    disease infected trees or even from juvenile
    trees
  • Rotation is not practiced in nursery
  • Plants are multiplied in field
  • Distant transport of plants with earth ball is
    tedious, expensive, less efficient
  • Number of diseases and pests are carried with
    earth ball
  • Least number of plants are multiplied per unit
    area
  • Provision of source for rootstock had been
    lacking in most of the nurseries

    sufficient in production and distribution of
    planting material in some of the crops.

Recommendations of National workshop on planting
material held on 23 October 2006
  • -Formulate a uniform strategy for production and
    distribution of quality planting material which
    is essentially required to improve the
    productivity of horticultural crops by evolving a
    quality control enforcement system, to be put in
    place to ensure that only good quality planting
    materials are made available to the growers.

  • Review the status of existing system being
    followed by State Department of Horticulture /
    State Horticulture Mission including formulation
    / enactment of State Nursery Act.
  • Evolve a system to be put in place to ensure that
    only good quality planting material is made
    available to the growers.
  • Quality Control Enforcement by evolving a uniform
    system by legislating a Central Nursery Act.
  • Explore the possibility of formulating uniform
    Nursery Rules for all the States / UTs under the
    proposed Seed Act, 2004.

  • Develop crop specific progeny blocks in the State
    Agricultural Universities and ICAR institutes.
    SAUs and ICAR Institutes should provide scion
    material to private nurseries
  • A small proportion of the exotic varieties
    imported into the country need to be deposited
    by the importers at crop specific research
    institutes for developing a gene bank for
    enrichment of germplasm.
  • A mechanism need to be evolved and made mandatory
    for procuring planting material only from
    identified sources to avail financial assistance
    from the Government Department.
  • Model Nursery Act to be prepared by MoA and
    circulated to all State Governments
  • Model nurseries need to be established by SAUs
    with funding under NHM, in order to make them the
    source of nucleus planting material and also the
    source of identified quality planting material,
    on a large scale.

  • Need to identify a central level organization to
    provide certification on par with ISO 9000, ISO
    14000 etc. for the production of quality planting
    material.
  • Provision need to be made in the Seeds Act for
    the enforcement of quality regulations and to
    make provision for penalty and prosecution.
  • Need to involve the nursery associations in the
    certification process and also procurement of
    planting material, for new varieties.
  • A system has to be put in place for accreditation
    of nurseries by the committee comprising of
    Officers from the State Government, ICAR and
    SAUs.
  • Small and marginal farmers need to be encouraged
    to establish nurseries with financial support
    from the centre. A network of such nurseries
    should be evolved as satellite nurseries which
    can be linked to main /major nurseries for
    ensuring continuous supply of planting material.

  • Progressive farmers need to be encouraged to
    produce planting material under strict
    supervision, so as to procure the planting
    material from them and re-distribute among
    farming community.
  • Tissue culture units already established need to
    be exploited to the full potential.
  • Need to plan well in advance the requirement of
    planting material for a particular period and
    accordingly place indents with the source
    organizations like the State Agricultural
    Universities, Research Institutions, Public and
    Private Sector nurseries.
  • Evolving proper standards for transportation of
    planting material, to reduce mortality during
    transit. A suitable cool chain need to be evolved
    to prevent loss during transit. Besides, proper
    packing, handling, storage and transit facilities
    also need to be developed.

  • Inter State movement of planting material need to
    be regulated through the State mechanism to
    ensure traceability of source of origin.
  • Once the State Governments register nurseries for
    procuring certified quality planting materials,
    it should be given wide publicity in media
    through its various channels viz. Television,
    News paper (local National daily) etc. so that
    growers/farmers could be aware of the
    authenticity of quality planting material, they
    have purchased.
  • A Web portal need to be developed in order to
    link all certified nurseries and variety wise
    availability of planting material to ensure
    uniform supply in the country.
