3The National Park Service Organic Act of 1916
created todays National Park Service within the
Department of Interior and charges the NPS with a
dual mandate to promote and regulate the use of
the national parks, by such means and measures
as conform to the fundamental purpose which is to
conserve the scenery and the natural and historic
objects and the wild life therein and to provide
for the enjoyment for the same in such manner and
by such means as will leave them unimpaired for
the enjoyment of future generations.

4The Five Party Agreement recognizes Lake
Roosevelt National Recreation Area as, an
existing unit of the National Park System and
subject to all NPS laws, regulations, policies
and guidelines. The Agreement goes on to state
that the National Park Service will, manage,
plan, and regulate all activities, development,
and uses that take place in the Recreation Zone
in accordance with applicable provisions of
federal law ...

General Management Plan
General Management Plan (2000) The National
Park Service manages the National Recreation Area
to preserve the quality of the visitor
experience by ensuring that opportunities for
diverse types of outdoor and water oriented
recreation continue to be available The General
Management Plan provides a planning framework,
the details of which are worked out in
implementation plans, such as the Shoreline
Management Plan.

Shoreline Management Plan - Implement the provisions of the General
Management Plan from 2000 - Analyze the adequacy of existing development
- Increase coordination among the agencies
connected to the lake - Improve management to reduce impacts to natural,

lake levels
