Kansas Early Childhood Comprehensive Systems
Plan Recommendations to Expand Enhance ECMH
services
  • 1. Enhance Kansas communities ability to
    support strengthen the social and emotional
    well-being of all young children and their
    families through increasing coordination of birth
    to 5 services at both the state and local levels.
  • 2. Develop a coordinated system to screen and
    assess the social emotional needs of children
    birth to 5 and develop a consistent referral
    procedure for services in the context of family,
    culture and community.
  • 3. Adopt train providers on the utilization of
    appropriate diagnostic criteria (DC-03).

Recommendations Contd
  • 4. Improve and expand mental health treatment
    options and interventions for children birth to 5
    and their families. This includes services such
    as professional mental health consultation.
  • 5. Build a training infrastructure for ECMH in
    Ks. including front-line providers, early
    interventionists and early childhood mental
    health specialists.
  • 6. Develop public policies that support the
    promotion of healthy social emotional
    development as well as prevention, early
    intervention, and mental health treatment
    services for children birth to age five and their
    families.

Early Childhood Mental Health Consultation
  • In FY 07, Kansas Legislature appropriated
    1,000,000 to SRS, Health Care Policy
    specifically for Childrens Mental Health
    Services. This funding will be focused on the
    Early Childhood Mental Health Consultation Model.

Program Guiding Principles
  • Early Childhood Mental Health (ECMH)
    Consultation is a problem-solving capacity
    building intervention implemented within a
    collaborative relationship between a professional
    consultant with mental health expertise and one
    or more individuals with other areas of
    expertise- primarily child care professionals,
    early education child development professionals
    families.
  • ECMH consultation aims to prevent, identify,
    treat reduce the impact of social/emotional/beha
    vioral concerns among children from birth through
    age 5.

State to Local Liaison Meetings
  • The State-to-local liaison group will look at
    creating a pyramid of services/programs across
    the state for early childhood mental health.
  • The group will also plan a series of regional
    meetings to help facilitate collaboration between
    early childhood and mental health.

    would be asked to host the first meeting and
    include community partners and early childhood
    providers.

Social Emotional Screening Tool (SEST)
  • The SEST (0-5) is a brief screening tool
    designed to identify those children birth to five
    years old who most urgently need more thorough
    mental health screening or assessment.
  • This tool is offered as a resource that can be
    used to quickly identify those children most in
    need of more intensive screening and assessment.
    It is advisable that local service systems
    develop, implement, and evaluate plans for the
    use of this tool.
  • The tool was originally designed for use by
    those who do not have expertise in the area of
    early childhood mental health.
