Program Vision
Develop the Joint Theater Level Simulation to
meet Joint, Coalition and Service operational
level training requirements while maintaining our
MS support and partnership with U.S. Allies,
NATO, PfP countries and Federal Agencies to
maximize our users return on investment through
a flexible, scalable and deployable simulation.

  • Civil Environment and Behaviors
  • The Civil Environment model will be more robust
    and dynamic
  • Civil unrest, refugees, disaster effects/relief,
    cultural influence, etc
  • Psychological Operations (PSOPS) will be better
    represented
  • The primary (direct), secondary (indirect),
    cumulative and cascading effects of attacks on
    civil environment targets will be better
    represented
  • Medical Chemical, Biological, Radiation
    Nuclear Environment (CBRNE)
  • To produce epidemiologic data that provides
    casualty generation over time, morbidity (degree
    of severity) and mortality numbers to determine
    impact on available medical resources,
    identification of medical shortfalls that would
    generate a federal response and subsequently a
    DoD response
  • Intel capabilities, processes, and products that
    may provide Indications Warnings of CBRNE
    attack
  • Modeling of terrorist activities at squad
    entity level
  • Weapons effects, both immediate (blast, EMP,
    radiation, etc) and delayed (site
    contamination/denial, incubation rate, rates of
    disease, cross-contamination, etc)
  • Monitoring and detection capabilities that would
    alert a JFC of attack
  • Environmental impacts on weapon effects (winds,
    rain, etc)
  • Impact of CBRNE attack (through the Civil
    Environment) on civil infrastructure, economy,
    and populace (e.g. loss of utilities, stock
    market scare/disruption, mass casualties, panic,
    etc)
  • Ability of military, federal, or local
    firefighter/HAZMAT teams to decontaminate sites,
    equipment, and personnel

  • Effects Based Approach to Operations
  • Insure accurate and realistic representation and
    positioning of targets within the simulation
    environment
  • More realistic portrayal of infrastructures
    such as communications and electrical grids gas
    and oil pipelines rail lines, roads, and other
    transportation features
  • Better modeling of psychological effects either
    through conventional military operations or
    through PSYOPS missions
  • Enhance modeling of weapons capabilities and
    effects (both lethal and non-lethal) on the
    intended targets (first order effects)
  • Enhance cumulative effects resulting from the
    aggregation of direct and indirect effects at
    varying levels of war
  • Enhance cascading effects that can ripple through
    an adversary target system and influence other
    related target systems as well
  • Re-assessment for effects/damage to targets and
    target systems to assist in the battle damage
    assessment (BDA) process
