Challenge
  • The CJCS-mandated transition to paperless joint
    doctrine addressed at JDWP 26 (to be completed in
    FY02) was directed over concerns about printing
    and distribution costs of joint doctrine
    publications
  • Work is needed to facilitate this transition. To
    do so, someone should
  • Identify the stakeholders involved in the
    transition
  • Make recommendations on how to best achieve a
    print on demand capability for joint publications
    as we shift to paperless joint doctrine
  • Identify and address related issues
  • Ensure that efforts are compatible with shift to
    Joint Doctrine Electronic Information System
    (JDEIS)
  • JS/J7 announced transition to paperless joint
    training system via 091340Z May 97

Objectives
  • Near-term A shift to less centralized printing
    paper in joint publications
  • Ensure customers know impact of requests for
    local printing
  • Mid-term The selected and sequential shift to
    paperless with the ability to
  • Convert to paper as needed, or
  • Easily display on a Personal Digital Assistant
    (PDA) (Adequate bandwidth required)
  • Long-term Transformation to doing business
    without paper

Systemic Issues
  • Cultural change (electronic pubs are not easier
    to read for many)
  • JWFC/JW300 and JDLC exploring now
  • Effect on multinational partners will they have
    ability to be up to date?

  • How to ensure that users have most current
    versions?
  • This is a problem with paper copies as well
  • When local printing, copies should have automatic
    date/time stamp and location of web site to get
    most current version
  • Plans and processes development
  • No transition plan
  • What new processes e.g. staffing in paperless
    world?
  • System requirements documents (SRDs)
  • Printing/reproduction on demand just prior to
    need by user
  • Local printing and for each potential user
  • Ability to print only portions
  • Seek exception to
  • Section 508 of the Rehabilitation Act (29 U.S.C.
    794d) as amended by the FY 2001 Appropriation for
    Military Construction (Public Law 106-246July
    13, 2000)?

Exercise/Training Issues
  • Trainers/educators prepared for no paper?
  • When JWFC Doctrine Division AOs perform function
    as OTs, JW300 expects them to show up with
    knowledge on how to print publications for local
    training audience
  • Trainers desire to know how often a file has been
    opened by an individual trainee and degree that
    it has been used
  • Big brother issue
  • Experimenter access to draft publications
  • Also status of staffing of drafts
  • Is expectation of experimentation groups that
    there is an even-faster track for their issues?
  • JDEIS could support such processes
  • Linkage to / from Lessons Learned data base
  • Relationship to distributed learning initiatives
  • Effect on UJTL/JTIMS development
  • Parallel effort for JTS directives

  • Relationship to JDEIS and ability to search /
    cross-reference

  • Formatting to facilitate viewing vice printing

  • Changes to storage and distribution processes

  • Log in only once to get access to all domains

Recommendations
  • Someone should establish a small team (SMEs and
    plans specialists) to lead the development of a
    plan for implementation of paperless doctrine
  • Using JTIMS transition as model, develop a CJCS
    transition plan with program objective and
    milestones (POAM), and policies that address on
    demand printing of joint publications and/or
  • Each CINC / Service have separate subordinate
    transition plan as needed
  • In case of USJFCOM, incorporate plan within the
    planned USJFCOM Command Transformation Strategy
    since effects will be widespread
