EPA national energy performance rating system . .

STAR Portfolio Manager benchmarking tool . . . - (ii) . . . Benchmark and Target Finder
scores and ENERGY STAR statements of energy
performance for each building shall be made
available to the general public within 60 days

by end of 2007. - California AB 1103 became law in 2007.
