- Many examples of children being protected
helped - Well motivated and committed staff, but
- Many children living in conditions and under
threats which are not tolerable - Children, parents, the public some
professionals too often don't have confidence in
the system

- Children their families don't always get the
help they need when they need it - Some children remain unprotected
- Occasionally disclosure of abuse makes matters
worse for a child - Duplication of effort energies diverted into
meeting system requirements - Agencies not always able to respond effectively
to some problems

- To improve protection of children at risk of
neglect and abuse and reduce the numbers of
children who need protection.
