  • Many children living in conditions and under
    threats which are not tolerable
  • Children, parents, the public some
    professionals too often don't have confidence in
    the system

  • Occasionally disclosure of abuse makes matters
    worse for a child
  • Duplication of effort energies diverted into
    meeting system requirements

  • To improve protection of children at risk of
    neglect and abuse and reduce the numbers of
    children who need protection.
