27Calculating Safe Harbor
- First, calculate 10 of the non proficient rate.
(LAL NP for 3, 4, 5 is 42) - Place the percentage in Safe Harbor row. (10 of
42 4.2 or 4) (round up) - Second, add that percentage to the proficient
rate. (LAL for 3, 4, 5 is 58) - The final percentage is our Safe Harbor score.
(58 4 62) - Safe Harbor for LAL 3, 4, 5 is 62

students who will be proficient in LAL and Math
by June 2007 in each of the grade spans. - Discuss the other factors that you must consider.
