3MISSION
- To support the research infrastructure necessary
for the faculty and professional staff to conduct
sponsored research. - In carrying out its research support mission, the
OVPR is responsible for - administration and management of sponsored
projects throughout the University, - regulatory affairs associated with sponsored
project activities for the University, and - research development initiatives.

5Sponsored Projects Administration (SPA)
- SPAs pre-award responsibilities and activities
include - Review and approval of all applications for
external funding, budgets and supporting
documentation to ensure compliance with the terms
and conditions of the sponsor and the policies
and procedures of university. - Review SPAF forms to ensure proper institutional
sign-offs on proposals and financial commitments
(e.g. FA and FB rates, cost sharing, etc.) - Provide training and education for faculty and
administrative staff on the management of grants
and contracts. - Provide guidance and oversight throughout the
life of an award.
6Sponsored Projects Administration (SPA)
- SPAs post-award responsibilities and activities
include - Initiate request for cost center upon receipt of
the Notice of Award (NOA). - Provide fiscal management of the grant/contract
in cooperation with the PI, Research
Administrator, and Grant Accounting. - Provide institutional prior approval for
- budget revisions,
- no-cost extensions, and
- purchase order (PO) requests (in excess of
2500). - Serve as liaison between PI and sponsor when
securing sponsor prior approvals. - Assist PIs when completing and submitting
progress and final reports. - Assist PIs when seeking continuing and
supplemental funding.
7Office of Regulatory Affairs
- OVPR serves as the de-facto office of research
regulatory affairs for the University.
Components Include - The Office for Human Subjects Protection and its
Institutional Review Board (IRB), - The Institutional Animal Care and Use Committee
(IACUC) and - The Institutional Biosafety Committee (IBC)

- The function of the OCT is to
- identify, facilitate, and increase the scope
- of industry sponsored clinical research
- in all of the schools and colleges of the Temple
University Health Sciences Center.
9Office of Clinical Trials Functions
- Increase the number of Clinical Trials
- Network with Pharmaceutical, Biotechnology and
Medical Device Industry to identify trial
opportunities - Partner with Departments to Implement and Grow
Clinical Research - Match the strengths of Temple University with
Industry Sponsored Research - Develop and Implement Human Subjects research
Training Programs for Investigators and
Coordinators - Assist with the IRB Preparation, Submission
Process, and Regulatory Compliance Initiatives - Provide Guidance for new investigators and
clinical research coordinators - Review, negotiate and process budgets and
contracts for all industry sponsored clinical
trials

- Provide PostAward Services including
- Initial invoice for start up fees
- Contact Hospital regarding start of a project
- Distribute packet containing, account number,
contract and payment milestone summary - Participate in university wide procedure
development to ensure proper billing

16Your Responsibility as a PI
- Contact Department Chair and/or Dean and
Department Business Manager and your OVPR support
person once you decide to submit a proposal
(forward RFP or PA or website) - Obtain your Chair and Deans signed approval by
preparing a Sponsored Projects Approval Form
(SPAF) highlighting such issues as the need for
additional space, cost sharing/match, course
buyout, intellectual property and ownership
rights - If necessary, prepare protocols for Animal Use,
Human Subjects and Biohazards following
just-in-time procedures. - Have SPAF, budget and abstract arrive in
Sponsored Projects Office for review ten(10)
working days prior to deadline
17How Sponsored Projects Will Help You
- Distribution Center for grant related material
- Provide Budget Advice
- Assist in preparation of Proposal Forms and/or
provide administrative information - Institutional Representative for proposal
submittals - Negotiate terms and conditions on grant and
contract awards and act as liason between outside
agency and University Counsel. - Assist with set up and submission of electronic
proposals - e.g. NIH, NSF Fastlane, DOD,
Grants.gov - Prepare subcontracts
- Obtain reviews and appropriate signatures on all
contracts and subcontracts - Provide Letters of Support
