Why is Westminster City Council implementing an
on-street Car Club?

• Kerbside space is at a premium the demand for
  more space continues to grow
• Change the way people use their cars influence
  a positive change in car use driver behaviour
  by reducing the number of non-essential journeys
• The Westminster Car Club will offer residents
  businesses a cost effective environmentally
  friendly alternative to car ownership
• The introduction of a car club scheme is a City
  Council commitment that is designed to reduce
  demand for residents permits contribute to the
  go-green agenda by taking cars off the road

Westminsters Aims

• Reduce the demand for residents' parking spaces 
• Provide one resident parking space for every
  resident permit issued
• Give residents a real choice on car ownership
• Encourage residents to surrender their car
  think about how when they need to use a car
• Contribute to the City Council's 'go green'
  agenda.

How long has it taken to implement?

• One year from start to finish to implement this
  scheme.
• The key was to ensure that the scheme meets
  residents needs. This has involved
• research to understand the current market
• surveys to understand what our residents want
• speaking to existing operators to see the type
  of scheme they could run on our behalf

  that the Westminster scheme remains innovative
  offers the best benefits to our residents.

• There is a very strong political commitment to
  car clubs.
• The introduction of a scheme has been supported

• The Cabinet Member for Environment Transport
• The Built Environment Policy Scrutiny Committee
• Transport for London

About the Westminster Car Club

• An operator has been appointed we will be
  launching next month
• By the end of 2009 there will be a choice of at
  least 100 vehicles on-street including electric
  vehicles
• The number of vehicles will continue to increase
  by 2012 it is expected that there will be up to
  400 vehicles on-street
• Members will have access to a wide range of
  vehicles usually within a 10 minute walk
• The scheme will offer a range of benefits
  incentives to residents, including free parking
  in Westminster happy hour rental rates
