  • Tallinn covers a territory of 158 km² and there
    are about 400 000 inhabitants (in Estonia
    1,4 million)
  • Waste management in Tallinn is administrated by
    the Environment Department, which
  • - develops waste management plans
  • - issues waste management procedures and
    supervises their implementation
  • - arranges informational and educational work
    in the field of waste management within Tallinn
  • - makes conditions to hazardous waste licences
    and waste management permits

  • - arranges procurements for collection and
    transportation
  • of municipal waste and hazardous waste
    generated in housekeeping
  • - co-ordinates remidation of polluted soil
  • - makes conditions to construction projects and
    detail plans
  • The Waste Management Plan of Tallinn was
    adopted in 2001
  • The last version of Waste Management Regulation
    of Tallinn was adopted in 2004
  • Both of them will be updated in 2005 and 2006

  • Total amount of waste landfilled in Tallinn
    landfill 2004 was 177,0 thousand tons
  • Total amount of demolition and construction
    waste received in landfills-recycling centres in
    2003 was 525,0 thousand tons
  • All waste transportation and collection
    companies are private
  • There are not waste incineration facilities in
    Tallinn and Estonia

  • In July 2003 the old landfill which was used for
    30 years was closed down
  • At the same time the new landfill near Tallinn
    was launched, which fulfils all the requirements
    of the EU landfill directives
  • - new landfill with designed area of 67 hectares
    is
  • situated 20 km from Tallinn and is planned
    for 40
  • years
  • - landfill includes open air composting site for
    garden
  • and food waste
  • The landfill is owned by Tallinn City (35) and
    Cleanaway (65) waste management company

  • In July 2003 a sorting plant for municipal waste
    with projected processing capacity of 500 tons
    per day was launced and it separates
    approximately 20 per cent of recyclable waste
  • There are two demolition and construction
    landfills-recycling centres in Tallinn. The first
    one is located in an old clay mining district and
    the other one in an old limestone mining district
  • These landfills-recycling centres recycle
    approximately 31 of the total amount of received
    demolition and construction waste

  • There are 6 petrol stations and 9 stationary
    collection points in Tallinn where inhabitants
    can dispose of their hazardous waste
    (oils, paints, solvents, luminescence lamps,
    batteries, medicines)
  • In addition to 19 battery boxes we already have
    in town, 100 more have been installed
    this year, most of them in schools and
    kindergartens
  • The maintenance and service is financed by the
    Environment Department

  • Enterprises can deliver their hazardous waste to
    the Tallinn
  • Hazardous Waste Transfer Station
  • In 2004 the first Recycling Center was opened,
    where citizens can bring and also buy used
    clothes, furniture, toys, books, electronic
    equipment. This center accepts also hazardous
    waste and recyclables from inhabitants
  • From July 2005 the packaging collection system
    was introduced

  • In October 2005 a composting site for garden

  • Tallinn City Government is planning to build
  • - 3-4 composting sites for garden waste
  • - 4 waste collection station (recyclable,
    WEEE and
  • hazardous waste)
  • In the beginning of 2006 the so-called regulated
    municipal waste transport system will be
    implemented. Tallinn will be divided into 33
    districts and public procurements will be
    arranged to serve every district

  • According to Waste Management Regulation it is
    obligated to collect separately
  • - paper and cardboard from households (5 or
    more
  • apartments in house)
  • - paper and cardboard, organic waste and
    wood from
  • enterprises and offices if generation such
    waste is
  • 50 kg or more per week
  • We are also planning to collect organic waste
    from households (10 or more apartments in a
    house)
