Role of Project Outlines
  • Potential proposers are encouraged to file
    project outlines for publication on website
    http//europa.eu.int/comm/dgs/energy_transport/rtd
    /concerto/projects_outlines_en.htm
  • Encourages formation of appropriate consortia
  • Minimises duplication of proposals
  • Potential participants can see planned projects
  • Useful for potential participants seeking to join
    a project consortium.

Requirement for Partners
  • It is essential to have partners
  • A typical CONCERTO project should ideally involve
    3 communities
  • of a certain size (population 1,000 100,000)
  • in 3 different countries
  • Those partners must be able to demonstrate
  • working together towards shared ambitious goals
  • the potential to produce visible and recognisable
    impacts
  • a strong political commitment
  • existing plans for sustainable development.

    participation

  • subject area and capacity of proposers

  • perceived Irish expertise and capacity.

  • As at 25 August, 49 project outlines filed (2
    updated important to check regularly)
  • No visible Irish proposers or participants among
    these
  • 15 of these are judged to be potentially
    significant for Irish interested parties (as per
    analysis criteria)

Rules of engagement
  • IP Participation
  • gt3 Contractor Communities, with 2 from member
    states or associated candidate countries.
  • Contracts / signatures
  • Contractual link of all contractors with the
    commission however, contract enters into force
    upon signature of only coordinator and
    Commission
  • Coordinator must ensure other contractors sign
    within delays.

  • Cost categories gone
  • Costs must be
  • Actual, economic necessary for the project
  • Incurred during the duration of the project
  • Recorded in the accounts
  • Follow contractors own accounting rules.
  • Must exclude indirect taxes, duties, interest
    etc.
  • Audit certificates by external auditor are
    required
  • (Public bodies competent public officer).
