- Limited availability of construction labor
- Regional shortages currently observed
- Projections of future shortages from multiple
sources - Major infrastructure construction projects will
occur during same timeframe - Personnel with experience in NPP construction
will be retiring at the same time new
construction will be ramping up. - New plants may need to be staffed at the same
time that significant numbers of workers will
retire from existing fleet
