Who Is NEI?
  • MISSION Promote the beneficial uses of nuclear
    energy and technologies.
  • ACTIVITIES Develop policy on issues serve as a
    unified industry voice.

Construction Labor Concerns
  • Limited availability of construction labor
  • Regional shortages currently observed
  • Projections of future shortages from multiple
    sources
  • Major infrastructure construction projects will
    occur during same timeframe
  • Personnel with experience in NPP construction
will be retiring at the same time new
    construction will be ramping up.
  • New plants may need to be staffed at the same
time that significant numbers of workers will
    retire from existing fleet

7
Roadmap to Commercial Operation
Building a new nuclear plant is a sequence of
three successive decisions
1
First Decision To file an application for a COL
Second Decision Long-lead procurement of major
components and commodities
2
Third Decision Proceed with construction

NEI Actions
  • Partnering with EEI on Center for Energy
    Workforce Development (CEWD)
  • Working with Southeast Manpower Tripartite
Alliance (SEMTA) on comprehensive assessment and
    action plan
  • Engaging Department of Labor on Energy and
    Construction workforce
  • Developing improved recruiting materials
  • Sharing good practices for knowledge retention

10
Industry EffortsNANTeL
  • Provide an industry process for training and
qualification on fundamental knowledge and skills
    for common requirements. Initially for
    supplemental personnel
  • Why?
  • Reduce training time for supplemental personnel
  • Supplemental workforce moves more efficiently
    from site to site
  • Less burden on training staffs
  • Common training for the industry

11
NANTelProject Schedule
  • Hardware, software build, testing complete,
    initial system operation Feb. 28
  • Administrator training March 30 to July 11
  • Steering Committee March 31
  • Industrial safety courses May30
  • LMS data transfer software July 31
  • All utilities participating July 31
  • Proposal for 2007 Nov. 15

12
NANTeLSystem Status
  • Up since Feb. 28
  • FPL used for spring outages
  • Over 900 course completions since March

    utilities

13
NANTeLUtility Implementation
  • By July 31, all stations participating
  • Accept generic quals
  • Completion recorded in PADS
  • Site-specific training split out to avoid
    duplicating generic objectives
  • Administrator trained, system is accessible
