3A Feasibility Study programme design for ACP
Fish II
4Programme Objectives
- ACP Fish II aims "to build aquatic resource
management competency in target ACP countries and
facilitate regional collaboration in recognising
and resolving key constraints to effective
management".
5SIFAR role
- Facilitating knowledge generation on...
- (i) interface between research - management -
policy - (ii) how research is prioritised and
implemented - (iii) institutional processes and mechanisms
underlying policy making and management practice
- (iv) how broad-based knowledge (e.g. social
sciences including resource valuation and
livelihood impacts) can be used more effectively
with "conventional" research to influencing
management and sector policy - (v) more knowledge-based approach to fisheries
management and policy.
6Concept Note
7Concept Note approach asks questions
- If management systems exist, how effective are
they and what are the constraints? - Are management-specific objectives defined?
- What role if any do civil society and private
sector play in management and policy decisions? - What are the real knowledge requirements for
management at all levels of decision-making? - Are current research outputs consistent with
management and policy needs? - How can research be more responsive to management
information needs?.
8Approach addresses Commission strategy
- Increasing attention on fisheries management
- Need practical outcomes
- Body of knowledge developed and nurtured
- Knowledge disseminated effectively
- Principles of Cotonou Agreement upheld
- Code of Conduct compliant.
9Approach notes past failures
- Fragmented / ill-conceived donor approaches
- Ineffective international agreements and
development projects - Lack of a broad multisectoral approach
- Inability to address processes for consensus
amongst key stakeholders - Inadequate attention paid to the fundamental
issue of inappropriate or weak national
institutions - Research projects often disengaged from needs of
national development objectives and from policy /
governance needs rarely geared up to resolve
issues related to sustainability, management and
conservation.
10Approach responsive to demand
- Led by need for increased institutional capacity
to manage fisheries and all this implies - No quick fix IT solution recognises system
complexity - Focus on participation
- 20 official requests from ACP countries on file
- EC requested to develop ToR
- Need to build on this demand and engage
interested partners in the design process - Need for increased focus on practical management
11Terms of Reference
12Development Context
- Other projects aiming to enhance the
contribution of fisheries towards meeting
national development objectives through better
fisheries management.
- Fisheries Management Plan for Lake Victoria
(Phase III) - Pacific ACP and OCT Regional
Oceanic and Coastal Fisheries development
programme - Indian Ocean Regional Tuna Tagging
Programme IOTC / IOC - Fisheries Information
and Analysis System FAO/EC - Sustainable
Fisheries Livelihoods Programme - F Nansen
Future Project etc. etc.
13Study Objectives
- To design an effective ACP Fish II Programme.
- The Study will ensure
- A Relevance of key issues and constraints
- B Feasibility of its approach in addressing
these (and thus meeting its stated objectives)
and - C Sustainability - its potential long-term
impact.
14Key Issues and Constraints
- Formulation of optimal and attainable management
and policy objectives - Generation of broad-based information to enable
effective management of fisheries - Generating information on the social and economic
value of fisheries - Uptake of reliable, relevant and timely
information in decision-making and policy. - Relevance / Feasibility / Sustainability
15...Relevance
- How relevant are these stated issues to the
situation on the ground? - Will addressing the issues resolve the problem?
16...Feasibility
- Can the issues be addressed effectively?
- Can pilot projects foster institutional changes
required for more effective use of information in
management and policy? - Can pilots identify the institutional changes
needed? - Are there insurmountable policy conflicts?
- Can research guide this process?
17...Sustainability
- Is there potential for wider uptake of management
outcomes? - Are the potential interventions (including
hypotheses underlying pilot projects)
appropriate? - Is there potential for environmental impacts?
- Is there potential for livelihood impacts?
- Is institutional and management capacity (public,
private, civil society) a limiting factor to
achieving policy impacts through pilot projects? - Economic / financial considerations.
18...Preconditions
- Targeting location of pilots and selection of
countries? Prequalification criteria? - Dissemination agreeing an all-ACP approach
19Study Outputs
- Project documents (FPs) for a series of pilot
projects and complementary agreements - Knowledge dissemination strategy normative
- Understanding of institutional and knowledge
requirements/constraints for management - Local capacity enhancement.
20Work Plan
21Stage 1 (c.2.5 mths)
- Consensus building
- Targeting pilot locations prequalification
issues (short-listing?) - All-ACP interests
- Study of Nodes
- Desk review / prev. experience
- Inception Workshop rubber stamp
- Final decision on Pilot Project location
- Based on likely relevance , feasibility and
sustainability
22Stage 2 (c.5 mths)
- Sub-regional planning meetings
- Broad stakeholder analyses to define levels of
participation - Participatory situation and needs appraisals in
pilot areas Case Studies to provide
knowledge required to inform pilot planning
23Appraisals
- Case studies to
- a) identify gaps in existing knowledge on
status and potential of fisheries and aquatic
resources (biological, economic and social
aspects) - Characteristics of the fisheries existing
objectives for utilisation and management
(whether stated or implicit) - Availability of information on biological status
and trends - Knowledge on economic and social value of
resources and potential impacts of policy change.
24Appraisals
- ...and to
- b) analyse institutional constraints to
effective management - Governance structures and processes management
systems/frameworks and concordance with
principles of Code of Conduct incentive
structures and reasons for their current form and
operations (financial constraints, historical
factors, political preferences and perceptions,
economics) MCS/IUU. - Policy and institutions analysis (mapping) and
decision making processes related to fisheries
management - State of research and research impacts on policy
and effective management - Involvement of civil society in fisheries
management.
25Stage 3 (c.2 mths)
- Regional Consultation
- Regional Meeting ACP Fish II draft project
document FPs agreed - Preparation and Presentation of Final Report
