- Increased collaboration with industry was
highlighted at September meeting - Mr. Kip Hawley, TSA Administrator, stated that
the organization is committed to having increased
interaction with industry participants through
forums such as the ASAC and ASAC Working Groups - With this in mind, TSA is collaborating with the
FAS Working Group to expand the Working Groups
scope and membership - Today the FAS Working Group update will include
a - FAS Proof of Concept iterative methodology
overview - FAS Proof of Concept Iteration One update
- Review of and approval request for the proposed
expansion of FAS Working Group scope
3FAS Proof of Concept Methodology Overview
- An iterative approach should be implemented
within the FAS Proof of - Concept because it
- Enables results and insights from previous
iterations to be fed into subsequent iterations
using a results-based model - Allows the process to fully maximize additional
information, issues, concepts, etc. in an
opportunistic manner - Offers a high level of flexibility
- Provides for the ability to develop an
operational pilot at any time - Recommendations and results from the iterations
will direct the movement of the POC to a
operational pilot

5FAS Proof of Concept Iteration One Update
- Below is an update on the POC Iteration One
status for the three categories - Data
- Known Shipper lists received from Eagle, DHL,
American and Team Worldwide - AWB data and data dictionary received from DHL,
Continental and American - Extract, Transform, and Load procedures have been
developed for the data received - AWB data submissions have conformed to requested
format standard, minimal transformations have
been required - Risk
- Risk Engine Prototype is complete
- Participant data has begun to be run through the
engine - Preliminary data analysis has been performed
- Process
- Process simulation tool has been setup and
configured to analyze cargo processing time and
missed flight results - A subset of participant data has been run through
the simulation tool - A best of breed, off the shelf, process
simulation software package has been selected and
will be used in future iterations to simulate
cargo wait times, resource utilization,
bottlenecks, etc.

7Proposed FAS Working Group Scope Expansion
- Expand Scope of the ASAC FAS Working group
- Proposed language to be inserted on page 2, Scope
of Task section is - 1. The Working Group will receive reports from
TSA on its ongoing review of existing air cargo
policies and procedures as well as to identify
security vulnerabilities. The Working Group will
provide TSA with - Input on whether industry agrees or disagrees
with the conclusions of TSA and the reasons
therefor. - Recommendations on security enhancements to
address agreed upon security vulnerabilities. - Reports to the full Aviation Security Advisory
Committee containing any agreed upon
recommendations. - Recommendation for Approval
