Capacity - intro
  • Heres a 1st layer key business must get right
    issue we prepared earlier . . .
  • I chaired cross-industry experts at-
  • 23 Nov 03 AGRRI Capacity Seminar
  • 27 Feb 04 Follow-up, including review of SRA RUS
  • What follows is a summary of outputs (at the 3rd
    layer)

3

Capacity research priorities 1
  • Idea Model track capacity to include engineering
    access
  • Outputs Decision support tool to optimise
    expenditure for particular routes/ projects,
    comparing
  • Capital costs of generating more flexibility in
    the network
  • with
  • Operating/ maintenance costs (of disruption,
    inefficient short possessions)
  • Benefits Enable better optimisation e.g. to
justify/ not capital expenditure which relieves
    capacity

4

Capacity research priorities 2
Idea Optimise possession strategy Outputs
Decision support tool to facilitate possession
planning on a route by route, project by project
basis Benefits optimise use of track capacity
for maintenance, balanced by freight and
passenger operational demand
5

Capacity research priorities 3
Idea revenue and social benefits of clockface
timetable Outputs more accurate models that show
the bigger benefits found in recent
research Benefits more accurate models should
drive more appropriate behaviours and support RUS
development
6

Capacity research priorities 4
Idea Timetable robustness Outputs better
decision support for optioneering around fewer,
more reliable trains and comparing parameters
with large and small elasticities. Should also
help prioritise reliability improvement Benefit
better timetable optimisation for the real world,
better focus for reliability improvement where it
matters
7

Capacity research priorities 5
Idea timetable regulation Outputs decision
support for signallers, enabling them to see the
potential effect of their regulation decisions.
Cuter algorithms for financial incentives to
drive regulation principles, TAA schedule 8,
etc Benefit better recovery from delaying
incidents (i.e. fewer minutes lost)
8

Capacity research priorities 6
Idea fares for different journeys whole
journey thinking Outputs better understanding of
customer decision making, e.g. passengers choose
railhead according to total journey costs
(financial fares time car parking,
transmodal transfer slickness). Hence better
incentivising of preferred behaviours to relieve
congestion Benefit better use of existing rail
capacity
