    the interest was primarily for national standards
  • As standards gained in importance due to health,
    safety and environmental concerns, national
    standards became an impediment to trade

  • Regulations are intended to solve a problem that
    doesnt seem to get resolved by the manufacturers
    and customers in a market environment
  • Regulations establish a level playing field for
    all manufacturers for the regulated feature
