    days?

    could be better done at the state or a higher
    level

  • For some local functions, small units sensible
  • Needless duplication for others
  • Concept of economies of scale
  • Small savings for human intensive schools,
    police, fire protection
  • Large savings for hospitals, sewerage, water,
    higher education etc
