Issue SCoE BC Training Strategy
(07-01-BC-SCoE) Discussion The current SCoE BC
training strategy addresses pooling of assets to
support multiple-like BC requirements across the
installation in support of institutional and
operational tenant unit requirements
(Lee/Eustis). There is a disconnect between the
VCSA guidance (ACP Update on 17 Apr 08) and the
emerging BCTS as to the responsibilities of CoEs
in training Operational Forces. Currently
DAMO-TRS has only validated Installation
(Lee/Eustis) requirement SCoE support of POIs
(Lee/Eustis/Jackson (future)) DAMO-TR has not
resourced requirement to provide pre-deployment
training support to TSC, ESC etc.

currently developing BC implementation strategy.
Institutions will have some limited Operational
Training responsibility as directed by TRADOC.
CASCOM ICW FORSCOM developing concept for CPX-S

- Programmed MCA (Log U, PN64349) is a
projected SCoE BSC facility to support school
POIs. - BCTC is for tenant Operational units on Ft Lee
and Ft Eustis. It is not a SCoE BSC facility.
New FY 15 Operational BCTC MCA project competing
in FY10-15 POM. Based on DP 91, BCTC Design
Board consult with garrison and units to
determine operational facility requirement.
- STATUS BCTC requirement for Fort Lee was not
validated on the FY10-15 POM. Will re-compete in
FY12-17 POM. CAC-T, CTD and NSC reviewed the BCTC
facility requirements for training ESC/BSC type
units. Recommendation of increased building size
resulted and was briefed to Mr. Moore.

include Video, Wireless, Voice over IP, Video

- Issue Gaming Technology (GT) to enhance or fill
training gaps in institutional POIs.
(08-02-BC-SCoE) - Discussion
- Currently collecting gaming requirements from
the CASCOM Schools. - Some CoE POI training gaps are thought to have a
gaming solution. These gaps need to be clearly
identified before determining if they are
suitable for GT. - Need an authoring SW-based capability that allows
SCoE to easily create and edit scenarios/vignettes
to satisfy SCoE training objectives.
- STATUS The Gaming Program of Record (POR) is
currently fielding the Gaming Product Line,
scheduled completion is SEP 09. The primary
education and training application is VBS2 in the
Gaming product line.

8 TSSR Issue Sheet Mortuary Affairs Contaminated
Remains Simulation Center
NEW ISSUE
As of 18 May 09
Issue A simulation facility is needed in
Training Area 14 to train Mortuary Affairs
soldiers in the processing of contaminated
remains. Discussion Soldiers waste valuable
hours of POI time learning to set up/take down
tents used for processing contaminated remains.
Repair costs following training are high. A
facility is needed incorporating stations where
soldiers can be trained on the difficult tasks of
processing and decontaminating remains while in
protective suits. The facility must include an
inventory station, wash/rinse capability,
conveyors for transporting remains between
stations, a DNA collection station, and a station
for preparing remains for shipment. This
facility could also be used to augment unit
training, reducing wear on unit equipment. This
task is a recognized capability gap for the Army.

Issue Mortuary Affairs (MA) Specialists must be
taught how to plan and conduct a suite of search
and recovery missions to address GWOT scenarios
and full spectrum operations. Discussion An
interactive media or gaming program offers the
ability to put 92Ms and MA Officers through the
tasks needed for training how to plan and conduct
search and recovery of remains for various
scenarios. MA Specialists need to learn the
detailed and difficult tasks for urban search and
recovery and IED catastrophic event recoveries
(as experienced in OIF), as well as downed
helicopter recoveries, recovery in a depleted
uranium environment, fixed wing crashes, recovery
of hasty burial remains, and support to civil
authorities in the event of natural or man-made
disasters. Gaming would offer the opportunity
for inexpensive training on these difficult
tasks.

10 TSSR Issue Sheet Urban Search Recovery

Issue 92Ms must be taught how to conduct search
and recovery of remains in an urban environment,
while preserving critical forensic evidence.
Discussion Search and recovery operations in an
urban environment present unique obstacles and
hazards. 92Ms have identified this need based on
actual recoveries in OIF/OEF which occurred
following various types of explosions in cities.
While some of this can be taught in a classroom
environment, 92Ms must have hands-on training in
basic forensic death investigation and
preservation of evidence while recovering
remains, to include portions, and navigating
stairwells, smalls spaces, and rubble. A mock
urban site would provide training for these
urgently needed skills for 92Ms, as well as
National Guardsmen supporting the civil sector.
