Questions and Answers!
  • What's the difference between PASA and Supply
    Chain?
  • When the Contract for the Outsourcing of NHS
    Logistics was put in place in October 2006, NHS
    Supply Chain was formed, and took on
    responsibility for all the in-scope products
    defined within the Contract. These are mainly
    the consumables product contracts that all
    Hospitals within the English NHS access and use.
  • All the PaSA staff associated with these
    contracts also transferred to NHS Supply Chain as
    part of the Contract.
  • PaSA retains responsibility for all contracts
    that are not in-scope such Contracts covering
    for example, Pharmacy, Lease Cars, Agency Nurses
    etc

  • Who/where is the suppliers contact?
  • Their contact remains largely the same as it was
    (as most transferred staff retained the same
    responsibilities in the new organisation). In
    fact, the majority of staff retain the same
    geographical location Normanton continuing to
    house most procurement staff.
  • New premises have been sourced for our Chester
    based staff (still in Chester), and those few
    staff previously at Reading are now based in

  • Whats going to happen to framework contracts
    going forward?
  • The framework contracts will continue forward as
    per the Contract timetable, being renewed,
    extended or re-tendered as appropriate

  • Does this mean that suppliers will ship
    everything to NHS Supply Chain and not have to do
    any more hospital deliveries?
  • NHS Supply Chain will always seek to provide the
    most appropriate route to the NHS market for
    hospitals. This will mean that there will be a
    mixture of channels depending upon a number of
    factors volume of use, complexity of handling,
    ambient or chill, etc. This will mean that there
    will always be a direct from supplier channel
    to trusts
  • We expect to significantly increase the eDirect
    channel during 2008, converting many of the
    existing direct products to this route. This
    does mean that the order and invoice route will
    be through us, with shipping direct to trust by
    supplier. The data within NHS-Cat will
    significantly assist in this channel transfer
    process

  • What about billing hospitals, will this change -
    will NHS Supply Chain pay their bills?
  • As outlined above, channel selection for delivery
    is always under review, and one of the channels
    (e-Direct) presents an automated electronic
    ordering (and invoicing) opportunity to
    suppliers. In this way, orders will be placed
    and invoices paid by NHS Supply Chain, with
    deliveries being made directly to trusts by
    Suppliers.
  • It is expected that this channel will present
    significant opportunities for expansion during
    2008, as it presents an opportunity for cost
    removal from the supply chain at all points of
    contact supplier, NHS Supply Chain and trust.
  • The quality of data from NHS-Cat will
    significantly assist in this process

  • What about prices negotiated against the
    frameworks - what happens to them?
  • The nationally negotiated prices for framework
    agreements will be published on NHS-Cat, and
    will appear in our online ordering systems -
    visible to all trusts in England.
  • If there are any different prices negotiated with
    specific Hubs or trusts for our framework
    contracts then these can also be displayed and
    limited to those trusts participating. They are
    not visible to all trusts.

  • Will suppliers get more business?
  • One of the main reasons for implementing our
    catalogue solution for all nationally negotiated
    contracts, is to enable NHS Supply Chain to
    display the contracts within our online ordering
    systems which are used in almost every trust in
    England. It has been recognised that Framework
    Contracts did not have the visibility and
    therefore the penetration into the NHS that may
    have been expected.
  • This solution addresses that by integrating the
    catalogue into the NHS Supply Chain online
    ordering systems, coupled with a drive to
    increase business for NHS Supply Chain.
  • This will mean that there will be a consequential
    increase in business opportunity for those
    suppliers that are fully engaged with the
    process, i.e. those that are easier to do
    business with online, and display their products
    to best advantage on the catalogue

  • Will this be more hassle as hospitals deal with
    suppliers directly?
  • No. Our expectation is quite the reverse
  • The NHS will be easier to do business with, with
    the actual removal of costs from the supply chain
    due to supplier ability to display their
    catalogue once only for all trusts in England,
    and to receive orders and send invoices
    electronically

  • What does it look like/where can suppliers see
    it?
  • Please make direct contact with _at_UK to register
    with them for access to your own catalogue within
    NHS-Cat
  • How do suppliers amend prices?
  • Prices can only be amended for nationally
    contracted products by NHS Supply Chain. If there
    are price changes then these should be reported
    to the relevant buyer who will undertake the
    process
  • During the course of this year, as Intenda is
    rolled out, price maintenance and adjustments
    will be handled through this system with
    automated feeds into NHS-Cat

  • What are the benefits?
  • A single hosted catalogue, visible to the whole
    of the English NHS, and enabled for ordering
    online through NHS Supply Chain systems and trust
    PO systems
  • The ability (at small cost) for suppliers to
    display richer content, including images, PQQs
    and product data sheets online, - in other words
    to have their catalogue visible through our
    systems via a single source catalogue (rather
    than producing multiple single catalogues for
    trusts)
  • The ability to receive orders and send invoices
    online, - full e-enablement through very simple
    interfaces managed by _at_UK

  • Do suppliers have to pay?
  • There is no charge for the basic hosting and
    supplier managed updating of products. All the
    current contracts have been pre-loaded and are
    currently live.
  • If suppliers wish, they can opt for a selection
    of value added services supplied by _at_UK for a
    small additional cost. These services vary
    depending upon number of product lines, level of
    support, and complexity of display Prices
    therefore vary starting at 50pa.

  • What if suppliers don't want to join in?
  • There is no obligation for suppliers to join this
    service as the basic listing and display will
    always be managed by NHS Supply Chain and _at_UK.
  • However, the significant advantages to suppliers
    for the enhanced display of catalogue items and
    product details, and immediate visibility of
    product changes, together with the ability to
    undertake further e-enablement of the supply
    chain across the whole of the NHS will be
    significantly diminished.
  • This potential advantage will not be lost on
    other competing suppliers who will also be
    seeking to improve their market share of
    framework contracts.
