FEDLINK Revolving Fund
  • P.L. 106-481, Section 103/ 2 U.S. Code 182c
  • Goes into effect October 1, 2001 (FY2002)
  • For end of FY2001 Business as usual
  • Without fiscal year limitationend of FY2002
  • Operating budget has carryover authority
  • No-year funds balances can be carried over
  • Use of one-year funds balances subject of GAO
    requestavailable to member?/ to FEDLINK?

FEDLINK Process for FY2002
  • No change in basic procedures, except FEDLINK
    Director may sign for LC
  • Enhancement of online registrationno print
    registration booklet or forms
  • If firewall problems, call 202-707-4900
  • Updating FEDLINK Handbook
  • All references to Economy Act must be revised to
    cite 2 U.S. Code 182c insteadHandbook, BOAs,
    IAG, other program information, DFs?

FY2002 Budget/FEDLINK Fees
  • No change in Direct Pay fees
  • Current fee proposal for Transfer Pay If
    FEDLINK may use prior year surpluses (per GAO),
    can reduce fees by 1
  • If members may use prior year surpluses for
    FY2002 purchases, fee will remain at 7.75
  • Watch for ballot and announcementsprobably in
    July
