increase the integrity, the reliability and the
security of postal services. to help the posts
that have a low density of mail per capita to
create solutions to reduce revenue
leakage. combining resources, to develop common
technical specifications, deploy low-cost
solutions in the field July 08 UPU Congress
passes resolution C19/2008 calling on Posts to
embrace "cost-effective technologies that
facilitate the secure collection of
revenues" Aug. 08 External study by BPCS
confirmed that many posts were interested in a
revenue protection project Nov. 08 CC

7Takeaways from the PRP working group meeting 03/24
- The main focus of the group is leakage of postage
revenues, and main evidencing channels (stamps,
meters, permit mail/PPI) across access methods
(pillar box, post office counters, sorting
centers etc) - ALL Posts are struggling to measure leakage
first step is awareness - Survey to be launched mid-April in EN, FR, ES, AR
- Once revenue protection issues by country have
been analyzed (survey/typology), we will
recommend best practices involving different
mixes of training activities, new processes and
technical solutions - Continue outreach efforts (e.g., viz PUASP, Arab
countries, Euromed, Telematics Cooperative/PTC
etc) - WG to work with PSG, Restricted Unions and IB to
try to get the revenue protection theme into
Regional Development Plans
