Non-Linear Assets

• Support Services and Information Systems are
  currently drafting an Implementation Plan to
  support long-term planning of ODOTs non-linear
  assets including
• Rolling Stock (fleet, parts, etc.)
• Facilities
• Property
• Inventories
• Information Technology Components
• These asset groups are managed through a number
  of information systems, many of which are not
  meeting current business needs.

Implementation Plan Purpose

• To provide a framework for the successful
  integration of Asset Management principles,
  practices and processes into ODOTs everyday work
  of managing its non-linear assets.
• This framework will be in the form of specific
  action steps that support the Vision, Mission and
  Goals outlined in the ODOT Asset Management
  Strategic Plan.

Background

• ODOT tracks and reports value on real property
  (i.e., buildings and land), personal property
  including capital (i.e., fleet equipment), and
  non-capital equipment (e.g., most personal
  computers) located throughout the state.
• Support Services Branchs Facilities Section
  reports 1093 active buildings of which 388 are
  occupied totaling approximately 310.8 million in
  replacement value.
• Right of way property (land) is comprised of
  thousands of individual parcels at an estimated
  acquisition cost of 1.45 billion.
• Information Systems Branch lists over 15,000
  managed IT assets worth approximately 24.7
  million in acquisition costs.
• Support Services Branchs Fleet Section tracks
  over 5,000 light fleet, heavy fleet and
  attachments with a replacement value totaling
  approximately 220 million.

Implementation Plan Goals

• The three Goals to support non-linear asset
  management are
• Goal 1 The establishment of data governance of
  non-linear assets, assessment of department
  programs use of asset data, cross-functional gap
  analysis work to determine the improvement plans,
  and completion of short term program
  improvements.
• Goal 2 Improve/replace selected department
  system(s) and develop program reporting
  capabilities.
• Goal 3 Establish the means to integrate the use
  of linear and non-linear asset information
  throughout ODOT for optimal program decision
  making.

Timeline

• Draft Implementation Plan nearly complete
• Currently under review by Support Services and
  Information Systems staff to be completed

• Create Steering Committee by 08/14/2006
• Anticipate Steering Committee review 08/14/2006
  through 08/25
• Finalize Plan 08/31/2006

Areas that will need further discussion whether
they are linear or non-linear

• State Rest Areas (SRAs)  Typically Facilities
  tracks the buildings and grounds and Highway
  tracks the roadways, however, in most cases the
  entire SRA is in the Right-of Way (ROW)
• Radio Sites Facilities reports the buildings as
  non linear assets and ISB tracks the equipment.
• Scale Sites Facilities reports the buildings as
  non-linear Motor Carrier tracks the scale
  equipment, and Highway tracks the pavement. 
  Again, in most if not all cases scale sites
  reside in the ROW.
• ROW land This is a third category that I dont
  believe is tracked in linear or non linear?
