  • HECM-Higher Education Carbon Management.
  • Utility costs rising in a volatile and
    unpredictable way.

Electricity.
  • Over the past 10 years consumption has risen 42.
  • Following deregulation of the ESI electricity
    prices fell year-on-year. However, over the past
    three years costs have risen 15.
  • Campus currently supplied by 100 green
    electricity from wind turbines, hydroelectric
    power stations, landfill sites using methane gas,
    etc-CCL exempt.
  • New electricity supply contract-Prices risen
    60.
  • EU-Emissions Trading Scheme projected to add 6
    to the unit price of electricity.
  • Electricity is now an expensive commodity-1.2M
    pa.

Gas Water.
  • Last autumn the University sought tenders for a
    renewal of the gas supply contract-unit prices
    rose 40.
  • How much will gas rise when we next seek
    competitive tenders for the supply of gas? 40?
    50? 60 More?
  • EU-Emissions Trading Scheme-If gas consumption is
    not reduced, the University will need to procure
    carbon units.
  • Gas is now an expensive commodity.
  • Carbon units are a commodity-Potentially a very
    expensive commodity.
  • Water and waste water-prices rose 16-18 on the
    1st. April, 2005.

What is being done?
  • SUAG-Southern Universities Affinity Group-Gas
    Procurement (300 million kWtthrs collectively
    (Sussex 50 million kWtthrs)-Economies of scale,
    better prices, etc.
  • The Energy Consortium Proposal-Universities
    collectively purchase and sell carbon units.
    However, there are some concerns relating to
    this.
  • The Energy Consortium-Currently obtains
    electricity supply tenders on the Universitys
    behalf. Economies of scale, better prices, etc.
  • Energy efficiency advice-Sussex has Carbon Trust
    support.
  • Water efficiency advice-Sussex has Southern Water
    support.
  • Reduce energy water consumptionReduced costs
    environmental benefits.
  • The University is one of 20 HE organisations
    selected to join the Higher Education Carbon
    Management Programme. A 12 month programme run by
    the Carbon Trust with the assistance of Impact
    Plus and ESD-(Energy for Sustainable Development
    Ltd.)

  • Has high level support-Project sponsor Deputy VC.
  • Will reduce consumption cost of electricity
    gas.
  • Will reduce cost of carbon unit procurement.
  • Will provide opportunities for energy efficiency
    and sustainability.
  • Will improve the Universitys environmental
    credentials, etc.
  • Will reduce risks to the organisation. E.g. Legal
    action, damage to reputation, etc.

HECM- Why do it?
  • Scientific evidence shows that the climate is
    changing and temperatures are rising due to
    emissions of green house gases.
  • Universities are major producers of carbon
    dioxide-a green house gas.
  • Carbon dioxide is emitted in a number of
    ways-Combustion, etc.
  • Deforestation reduces opportunity to naturally
    absorb carbon dioxide.

Climate Change.
  • Within my lifetime there has been a change in the
    climate. There used to be seasons -
  • Winters-Colder, frostier, ice on bedroom windows,
    frozen milk bottles on the doorstep. (BBC-Artic
    Circle to disappear by 2060. Consequences for low
    lying land such as the Maldives, Holland, etc.)
  • Summers-Lengthy sunny periods. Now we have very
    hot summers the sun is a health hazard.
    Evidence that skin cancer cases increasing.

Climate Change.
  • There has been an increase in insurance claims
    for damage to property by -
  • Flooding-2000-Lewes, Uckfield, 2005-Austria,
    Germany, Lucerne Switzerland, etc.
  • Landslides.
  • Wind-Sussex Hurricane (1987) 2005-America New
    Orleans, (BBC-Hurricane activity doubled since
    the 70s.)
  • Southern Water have recently applied for a
    Drought Order implemented a hose pipe ban,
    water efficiency measures, etc.

Climate Change.
  • Kyoto protocol.
  • EU-Emissions Trading Scheme.
  • DEFRA set up the EU-ETS as a way of ensuring that
    the UK (and other EEC countries) meets its Kyoto
    objectives.
  • NAP, data verification by Lloyds Register (LRQA),
    permit to emit.
  • 8.3k tonnes of CO2 emitted during 2003.
  • Permitted level is 6.9k tonnes of CO2.
  • Procurement of Carbon units if carbon emitted
    exceeds permitted level.

10 ways to reduce carbon emissions.
  • Construct and refurbish buildings to standards
    that comply with the EU Buildings Directive 2006.
  • Ensure that new investment decisions take into
    account life time liabilities of C02
  • On site generation using CHP or renewable
    energy-wind turbines.
  • Procure green energy-Ecotricity.
  • Invest in new energy efficiency technologies.
  • Monitor energy consumption and set targets to
    reduce it.
  • Encourage car pools and use of public transport
    for commuting staff.
  • Change the control criteria for our building
    energy management systems.
  • Change the procurement procedure to include
    criteria on low carbon products.
  • Raise awareness, change hearts minds, etc.

Raising Energy Efficiency Environmental
Awareness.
  • Awareness campaign - Reduce consumption, switch
    off unnecessary lighting, photocopiers, PCs, etc.
  • Wear a fleece-Do not use fan heaters.
  • Change Hearts and Minds.
  • Appoint Energy and Environmental Champions from
    the Students Union, colleagues in IDS, Estates
    Facilities Management, the Finance Team,
    Environmental Forum, Maintenance Forum,
    Residential services, SMG, RS,
    etc-Environmental Champions

Aspirations.
  • For the University of Sussex to -
  • i). Excel in Carbon Management, Energy
    Conservation and Sustainability,
  • ii). Minimise the environmental impact of all
    University activities,
  • iii). Take our CM experiences to other HE and
    public sector organisations. (Eg, The
    Universities of Brighton, Surrey, Reading, etc)
