General Processes
  • BMG 5-in-1 Dissemination Server receives warning
    message from BMG.
  • The BMG 5-in-1 Dissemination Server send via FTP
    warning files to three RANET servers. The three
    servers provide redundancy in case of failure or
    other network problems.
  • The RANET servers check every 15 seconds for new
    incoming warning messages. New information is
    prepared and formatted for broadcast.
  • Before uploading the warning file, the RANET
    servers access the WorldSpace uplink facility in
    Singapore and delete all content queued for
    broadcast and deletes the next 15 minute
    schedule.
  • The RANET servers then upload the warning files
    to the uplink facilities in Singapore.

General Processes Continued
  • The warning is then repeated five times. If the
    warning message contains and image, the text
    material and warning is broadcast first five
    times, and then the image is broadcast five
    times.
  • Once the warning is broadcast, anyone with a
    WorldSpace receiver tuned to FVI DATA will
    receive the warning.
  • All downloaded warnings are stored in the
    WorldSpace content directory under warning.
    The BMG 5-in-1 examines this folder, and if a new
    warning is available will sound an alarm.
  • Depending upon the operating facility of the BMG
    5-in-1 Client, the warning may be forwarded via
    other communications, such as fax or mobile
    phone.

Advantages
  • Wide geographic coverage.
  • Inexpensive station equipment (130) with no
    recurring service or direct operational costs.
  • Able to disseminate a warning within 2-4
    minutes.
  • It is a satellite based system not vulnerable to
    the same failures that might be faced by
    terrestrial systems.
  • Because the WorldSpace system is intended for an
    individual consumer market, the equipment is
    designed to be user friendly and easy to
    install.
  • The system and capacity can easily be utilized to
    send other warning information or even daily
    products.

Limitations
  • The RANET WorldSpace Module operates on a
    broadcast platform, therefore there is not a
    confirmation or other feedback loop. Without SMS
    or Internet connection, there is no way to know
    if a confirmation is received, if the station is
    operable, it is not possible to request
    information, etc.
  • RANET capacity is through a best effort network
    and program, where there are no Service Level
    Agreements (SLAs) or other contracts with
    commercial carriers.
  • RANET WorldSpace module is dependent upon a
    computer, and therefore not intended as a
    individual, household, or small community warning
    system
