PKSOI Education Conference

• Military (Joint), Interagency, Academia, IO/NGOs
• Goals
• Explore strategies to improve education for
  senior leaders engaged in peace, stability and
  reconstruction operations (PSRO)
• Identify opportunities for synergy and
  cooperation in peace and stability operations
  education
• Working Group discussions on integration of
  PSRO into curriculum preparation and
  development of educators/instructors, best
  teaching practices, gaps, and potential solutions
  to better use scarce resources

• Common theme Need for a coordinating/lead agent
  for PSRO education.
• But
• No single agency has the resources to coordinate
  all facets of PSRO education
• PKSOI is committed to coordinate with willing
  organizations to articulate a way ahead.
• PKSOI way forward
• Develop process to continue momentum (COPs)
• Identify potential leads and supporting agencies
• Establish a way to drive the agenda for next
  years workshop.

Education Communities of Practice

• Sharing and Development of PSRO Educational
  Resources
• Develop a web hub
• Working with OSD NII, CSIS, NDU/ITA
• Share lessons learned, security briefings and
  updates, innovations in practice, training
  resources, joint planning mechanisms, background
  information, and critical field data compiled by
  IOs, NGOs, and government agencies
• Multi-Organizational Curriculum Development
• Establish a PSRO Education Council, comprised of
  all Services, JFCOM, Interagency players, IO/NGOs
• Working with USIP and JS J-7, may combine efforts
  with existing Military Education Coordination
  Council (MECC)

• Promote interagency exchanges, develop
  educational tools, develop educators development

• Will explore with NDU whether to incorporate into
  existing communities of practice to avoid
  duplication of effort

PKSOI Training Conference
15-17 Nov 05

• Provide forum to assess the development, currency
  and synchronization of training programs, and
  propose recommendations for improvement.
• Ultimate goal is to improve the training of
  senior leaders and staffs in PSRO. (brigade
  equivalent and above)
• Combination of plenary sessions and working
  groups
• Working group discussion objectives
• Provide insight into the processes for
  complementing or integrating interagency,
  military, international and Non-Governmental
  Organizations (IO/NGOs) into PSRO training.
• Identify best practices for complementing or
  integrating interagency, military and IO/NGOs
  into PSRO training programs.
• Provide recommendations to improve PSRO
  training.

• Fall 2005 Topic Understanding Past Operations
• Exploring key historic military operations from
  two perspectives policy and the intervention
  process
• Analyze cases using identified themes and issues,

  additional themes and issues
