- Essential part of IG activities and incorporated
into all aspects of daily duties. - Integral part of other IG functions (assistance,
investigations, and inspections). - IGs
- Teach skills.
- Provide information about Army systems,
processes, and procedures. - Assist commanders in setting standards of
behavior and appearance. - Pass on lessons learned to enable others to
benefit from past experience. - Train non-IGs on how IG System operates and on
specific standards, responsibilities, processes,
and systems related to non-IG activities.

- Major portion of our workload.
- We Ask Soldiers 4 questions
- What do you want the IG to do for you?
- Do you have any supporting documentation?
- Have you asked for assistance elsewhere?
- Is the chain of command aware of the problem?
- Triangle of Confidentiality
- Complainant IG CG (ethically comparable to
doctor-patient relationship). - Intent is to protect privacy, maintain confidence
in IG System, and minimize risk of reprisal
action. - Cannot guarantee confidentiality.
17HOW WE OPERATE ASSISTANCE RIGHTS OF
INDIVIDUALS
- Anyone (Soldier, family member, member of
another Service, Government employee, or member
of the general public) may submit a complaint,
allegation, or request for information or
assistance to any Army IG concerning matters of
Army interest. When practical, Soldiers and
civilian employees will be afforded the
opportunity to present complaints, allegations,
or requests for assistance in person to an IG. -
18HOW WE OPERATE ASSISTANCE PROHIBITED ACTIVITY
- Restricting lawful communication with an IG,
Member of Congress, audit, inspection or law
enforcement organization, or in the chain of
command. - Whistleblower Protection Reprisal
- To take (or threaten to take) an unfavorable
personnel action or withhold (or threaten to
withhold) a favorable personnel action. - Burden of proof
- Did the individual make a protected disclosure?
- Was unfavorable action taken as a result?
- Did the official have knowledge of the
disclosure? - Would action have taken place if disclosure had
not been made? - Bottom Line It is against the law!!!

- Command responsibility (AR 600-20, Army Command
Policy). - Guidelines AR 608-99, Family Support, Child
Support, and Paternity. - Majority of personal conduct cases. 1 IG issue
!! - SJA proponent IG insures commander compliance
and monitors compliance. - Requires Commanders Inquiry (Chapter 3)
- From IG to Company Commander.
- From IG to Battalion Commander (repeat
offenders). - 14-days to respond back to Complainant (in
writing).

22HOW WE OPERATE IG INVESTIGATIONS
- Authorized by written investigation directive CG
is Directing Authority. - Conducted by Detailed IGs.
- Normally addresses allegations of wrongdoing
(four parts WHO, Improperly, DID (or DID NOT
do) WHAT, in Violation of an Established
Standard- law, regulation, or policy). - Fact finding process, determine truth
- Violations of Law / Regulation / Policy.
- Mismanagement
- Misconduct / Unethical behavior
- We dont make recommendations for punishment.
- Standard of Proof preponderance of credible
evidence vs. beyond reasonable doubt.

24HOW WE OPERATE INITIAL COMMAND INSPECTIONS
(ICIs)
- Comprehensive inspection conducted by next higher
commander. - Required for company/battery/troop/detachment
commanders IAW AR 1-201 - AC within 90 days of assuming command.
- RC within 180 days of assuming command.
- Inspecting commander must be present and
participate in the inspection. - Identifies unit strengths/weaknesses early in a
commanders tenure. - Helps commanders establish goals, standards, and
policies. - Can be used to develop major performance
objectives (DA 67-9-1, OER SPT FORM). - Results go to inspected commander only.
- Cannot be used to compare units or evaluate
commanders.
25HOW WE OPERATE SUBSEQUENT COMMAND INSPECTIONS
(SCIs)
- Scheduled annually for all units.
- Measures progress and reinforces goals and
standards established during ICI. - Enables unit commanders and their raters to
measure progress of their units. - Raters provide guidance as necessary to help each
unit commander strengthen the units performance.
- Reports of all command inspections (less ICIs)
should be provided to the local IG for analysis
of systemic trends only. -

28FINAL THOUGHTS WHAT I HAVE LEARNED AS AN IG
- Perception Reality for your soldiers
- There is always 2-3 sides to every story.
- An IG complaint is not the kiss of death.
- An IG is only an advisor, cannot make you do
anythingultimately, you are the Commander. - If it doesnt look or feel right, or if it falls
into that gray area, call the IG first. Your
Soldiers will!!
