3Purpose
- Provides a coordinated federal response to the
states by assigning specific roles and
responsibilities to each federal agency.
4Assumption
- The plan is based on the fundamental
assumption that a major disaster or emergency
will overwhelm the capability of State and local
governments to carry out emergency operations
necessary to save lives and protect property.
Consequently Federal resources would be needed to
assist the State.
5 Robert T. Stafford Act
- THE ROBERT T. STAFFORD DISASTER RELIEF AND
ASSISTANCE ACT (Stafford Act). - The Stafford Act provides the authority for
disaster relief operations. - The Federal Response Plan is the mechanism used
by the government to implement the provisions of
this act.
