Title: Natural Hazards and Emergency Response

1
Natural Hazards and Emergency Response
Digital map initiatives for Emergency Management
  • Bert Struik

March 4, 2004
2
Digital Knowledge Initiatives
  • Developing methodology and application to deliver
earth science digital map knowledge for
mitigation and on demand during national
    emergencies over the internet.
  • Developing natural hazard digital knowledge
management and access tools for hazard and risk
    assessments in mitigation decision support.

3
Deliver earth science digital map knowledge
  • 2 key ways that earth science hazard knowledge
delivery is being improved in earth science
    sector.
  • Enhance Earth Science Sector map delivery during
national emergencies through a dedicated project
(proposal in draft form to build on NRCan
    Emergency Mapping) (NHER Program)
  • Contact Ko Fung, Canadian Centre for Remote
Sensing, Geomatics Canada, Earth Science Sector,
    NRCan (fung_at_nrcan.gc.ca)
  • Provide more comprehensive and up to date
information on the Earthquake, Geomagnetic Storm
and Landslide websites, including a new landslide
    inventory for Canada.

4
Natural hazard digital knowledge tools
  • Establishing digital interoperable earth science
data protocols and models for use in multi-hazard
    assessment (NHER and SDKI)
  • Contact Didier Perret,Geological Survey of Canada
    (Québec City), ESS, NRCan (dperret_at_nrcan.gc.ca)
    Alain Grignon (agrignon_at_nrcan.gc.ca)
  • Interfacing various risk assessment technology
(NHEMATIS), with decision support tools (QUEST),
and mitigation cost-benefit analysis (SDKI and
    NHER)
  • Contact Boyan Brodaric,
  • GSC Ottawa, ESS, NRCan
  • (bbrodari_at_nrcan.gc.ca)

Pemberton, BC

Challenges
  • Emergency map delivery
  • Establishing with partners the division of
    labours and responsibilities, and
interconnectivity. Will do it this coming year.
We can respond to all hazards in supplying base
geographic information and satellite imagery, and
can integrate this with earthquake, landslide,
    radiation, geomagnetic, volcanic, tsunami
    geology, and geophysical knowledge.
  • Would like this to be part of an emergency map
and image network of people and technology a
    Hazard Information System.
  • Reaching the mitigation community.

6
Opportunities
  • Establish a GERCIAN community of practice joint
project leading to a Hazard Information System A
system of affirmed roles, relationships, and
    technological interchange between departments.
  • It would be a project that would develop a longer
lived and tightly inter-related community of
    practice and action.
