Introduction
  • As a part of 54th ACAD course we have visited
    Thailand and Vietnam from 29 April, to 07 May,
    2007. We visited two institution AIT Thailand and
    AIT Center of Vietnam. Both the institution
    arranged our visit very nicely. On the basis of
    those experiences I am going to present our group
    report.

Objectives
  • To gather practical knowledge and experience
  • To choose appropriate strategy and techniques in
    formulating our future policy/planning
  • To update our knowledge and skill
  • Capacity building for BPATC with the experiences
    from NAPA
  • To adopt their successful experiences in our
    organization.

Assigned Organizations
  • NAPA
  • NAPA is a key training institution of government
  • It was established by decree no. 253/HDBT in 1992
  • It is the center for training, retraining of
    civil servants and scientific research on state,
    law, public administration and public
    administration reform.

Different Campus of NAPA
  • NAPA headquarters in Hanoi a centre in Hue, a
    Foundation in Ho Chi Minh city and an affiliated
    branch in Buon Ma Thuot

Scientific Research Activities
  • Since 1990 up to now NAPA has registered and
    carried out research for hundreds of state level
    and ministerial level research topics which have
    been tested and and approved as excellent in
    quality
  • Hundreds of books written by NAPA staff have been
    published, and PAR information

International Cooperation
  • NAPA is a full member of two international
    organizations the International Association of
    Schools and institutes of Administration (IASIA)
    and the Eastern Regional Organization for Public
    Administration (EROPA)
  • It has also lateral cooperation with many schools
    and institutes of public management in the world
    as UK, Germany, Denmark, France , CANADa, Japan
    etc
  • Invitation of foreign professors and trainers.

Comparison
  • Both Bangladesh Public Administration training
    Center (BPATC) and NAPA provide training for the
    civil servants of their respective countries
  • In addition to training NAPA provides graduation,
    post graduation and Ph D. degrees to their
    participants
  • NAPA has membership with International
    Association of School and Institute of
    Administration (IASIA) and eastern regional
    Organization for Public Administration (EROPA)
  • NAPA staff have been involved in joint research
    with different ministries and localities
  • NAPA is an autonomous body created by decree no.
    253/HDBT in June, 1992
  • NAPA also conducts training for peoples
    representatives.

Planning and Investment attempts taken in
Vietnam by Ministry of planning and investment
  • Economy has been gradually shifting from
    centrally planed economy into a socialistic
    market economy
  • Decentralization of administrative management and
    planning between central and local level have
    been started
  • Delegation of financial and project approving
    power to the local level have been introduced
  • Privatization have been given preference
  • Foreign investment are encouraged
  • Development plans have been taken for long (20
    years) and medium term (5 years) basis and short
    term ( 1year) basis
  • Necessary steps have been taken for legal reforms.

Vietnams Economy
  • At present the economy of Vietnam is growing
    fast
  • GDP rose by 7.24 in 2001-2003
  • Average annual economic growth rate 7.1 (
    2001-03)
  • Industrial production in 2000 were 3.6 times
    higher than that of 1990
  • Export 84 billion ( crude oil contribution is
    73)
  • Foreign debt was in last fiscal year only 35
    billion which was under tolerable limit (35).

    training policy

  • Introduced socialistic oriented market economy on
    their own way
  • Election process has been started in some levels
    under communism
  • Introduced proper land use policy
  • Measures taken to ensure quality of Agricultural
    product
  • Preservation of sustainable management of natural
    resources
  • Different measures have been taken to attract the
    foreign investors ( on line service etc)
  • 96 literacy rate have been achieved by adopting
    different measures
  • C. Other learning points
  • Legal reforms have been initiated for socialistic
    oriented market economy
  • Introduction of proper land use policy
  • Due honor for great leaders
  • Equal participation of men and women.

Overall learning points
  • NPM in Public Administration is being introduced
    as administrative reforms agenda
  • Peoples oriented administration
  • Fixing of time for service delivery in govt.
    offices
  • All necessary forms for getting services from
    govt. offices given in the website
  • Decentralization of power
  • Training institute not only for training
  • Two years pre service training for newly
    recruited civil servants, those who cant
    successfully complete they are withdrawn
  • One stop service may be introduced in some
    selective service delivery offices.

Towards Development in Bangladesh
  • Because of achievement in literacy (Thailand 94
    and Vietnam 96) both the countries are growing
    fast, Bangladesh should take necessary steps to
    educate its people
  • Equal participation of men and women in
    development activities in Bangladesh may be
    ensured
  • Appropriate investment policy can be introduced
    according to needs
  • Eco-tourism is an important sector for
    development, it needs proper arrangement in
    Bangladesh
  • Both Thailand and Vietnam developed road
    communication, Bangladesh can give proper
    importance to this sector
  • Minimum area of land can be used for constructing
    houses like Vietnam to save agricultural land
  • Preservation of important natural resources
  • Capacity building of BPATC may be ensured by
    offering graduation, post graduation and
    doctorate degree in public administration
  • Adoption of proper planning and ensuring
    iplementation.

  • Finish the duty in time.

  • -Increase the degree of adaptability
  • -Start physical exercise to maintain physical
    mental health.

  • -Provide on-line citizen services
  • -Recommend updating of at least one rules (
    punctual attendance ordinance, 1982)

Conclusion
  • From our experiences we found Vietnam is
    gradually developing in all sectors under
    socialistic market economy. On vital issues like
    infrastructure, agriculture, export- import,
    privatization, investment, education they have
    their long, mid and short term plan to achieve
    their development goals.
  • Both Thailand and Vietnam have some similar
    features with Bangladesh. So we can share their
    success stories in our country.
