on agricultural enterprises reorganization and
maintenance of the land use right
- Balance on debts and credit information, in
particular debts to future companies - Information on available assets, machinery,
buildings etc. - Information on water, gas, electricity and
communication utilities as well as available
cultural and social infrastructure (canteens,
cinemas, libraries etc.) - Decisions of General Assembly on farm
reorganization (Establishment of new dekhan
farm/s, identification and confirmation of
shareholders list, assignment of land plots,
including land to be distributed and reserve

11Basic factors, hampering dehkan farms
- Farm debts to various organizations, future
enterprices and local budget, in most cases made
without Government guarantees - Slow reform process in other sectors (irrigation,
road, etc.) - Lack of information among population on the land
reform process - New forms of production and management are slowly
introduced in agricultural sector. Lack on
motivation to produce - Interference by local administration, Creation of
artificial barriers to expand independent
production of enterprises and households farms - Lack of efficient payment and banking mechanisms
- Absence of agricultural extensions service and
marketing systems - Lack of credit systems and risk insurances for
dehkan farms - Weak mechanisms of self-financing (credit unions,
societies of mutual insurance and other)
