- QM not current address change or change of
quality supervisor - QM not available
- Training not current or non existent

5Severe Major Non-Conformity
- 4. Falsifying Kiln Records
- Setting kiln time for timber diameter smaller
than the diameter HT - Using record for one charge to cover many charges
- Setting kiln time for coniferous when timber is
mixed conifer/deciduous

- 5. Scrubbing off of ISPM No. 15
- Domestic pallets with ISPM No. 15 foreign stamp
still showing - Not blocking the old ISPM No. 15
mark prior to sale - Use of stripped stringer for sale as recycled
pallet still showing foreign ISPM No. 15 mark

- 7. Ignorance of CWPCP program and use of home
made stamp - 8. Stamping pallet kits with ISPM No. 15 mark and
selling to registered and non-registered
facility. - 9. Making appt with inspector and not attending
8Non-Conformity
- 10. No alternate Quality Manager on site when
you, the Quality Manager is off site or on
holidays. It is a major non-conformity if you are
on holidays/off site/sick/funeral and your plant
continues to mfg. certified ISPM No. 15 wood
packaging. - Why?? There is no opportunity for a report of a
non-conformity by an employee. Therefore, when
the QM is off site the employee simply allows the
error to continue.
