- In June 2009, President Obama designated the
month as Lesbian, Gay, Bisexual and Transgender
Pride Month. - Our Nation draws its strength from our
diversity, with each of us contributing to the
greater whole. By affirming these rights and
values, each American benefits from the further
advancement of liberty and justice for

4The Historical Relevance of Juneand an Evolving
Universal Battle
- On June 28, 1969, police raids on the popular New
York city gay bar, Stonewall Inn, sparked - protests and unofficially mark the beginning of
the gay liberation movement that has - transformed the oppression of gays and lesbians
into calls for pride and action. Since that time,
monumental gains have been made. However, these
gains are not universal.

Healthcare Equality
- 1957 - Evelyn Hooker, a professor of psychology
at the University of California Los Angeles,
publishes a study concluding that that there is
no measurable psychological difference between
heterosexual and homosexual men. As a result, in
1973, The American Psychiatric Association
removed homosexuality from its Diagnostic and
Statistical Manual of Mental Disorders (DSM-II). - 1972 - Sweden becomes the first country to allow
transsexuals to legally change their sex, and
provides free hormone therapy.

- 1984 - Berkley, California becomes the first city
in the U.S. to adopt a program of domestic
partnership health benefits for city employees. - 1992 - The United Nations World Health
Organization declares that homosexuality is no
longer an illness.

10Civil Union/ Domestic Partnership vs.
Same-Sex Marriage
- A civil union provides legal protection to
couples at the state law level, but omits federal
protections as well as the dignity, clarity,
security and power of the word marriage. A
domestic partnership is a relationship between
two individuals, often but not necessarily of the
same gender, who live together and mutually
support one another as spouses but who are not
legally joined in a civil marriage or a civil
union. Domestic partnerships do not reach the
same legal threshold as civil unions or civil
marriages and, accordingly, do not afford couples
the rights, benefits, and protections of civil
marriage. - Marriage is a unique legal status conferred by
and recognized by government and the world over.
It brings with it a host of reciprocal
obligations, rights and protectionsIt
represents the ultimate expression of love and
commitment between two people.

- Civil marriage brings 1,400 federal benefits that
are denied under civil unions and domestic
partnerships. - Under a civil union, same sex couples receive
legal protections under state law only they are
not recognized by the federal government. - Marriages are acknowledged state to state, but
civil unions are not. Couples joined in a civil
union or domestic partnership have no assurance
that its protections will travel with them to
other states. - Many employers do not provide coverage to the
life partners of gay and lesbian employees. Gay
and lesbian employees who do receive health
coverage for their partners must pay federal
income taxes on the value of the insurance.

- On June 1, 2010, the Office of Personnel
Management (OPM) published the final regulation
permitting same sex domestic partners of eligible
Federal and U.S. Postal Service employees to
apply for coverage in the Federal Long Term Care
Insurance Program (FLTCIP). - Members of the LGBT community are often denied
disability, military and other benefits afforded
to heterosexual couples. - Without a will, they often pay estate taxes when
a partner dies, including significant tax
penalties when they inherit a 401K pension plan
from a partner. - They were denied family leave under the Family
and Medical Leave Act. However, in June 2009,
President Obama extended the federal benefits of
homosexual couples, which allowed domestic
partners access to the governments long-term
insurance program for illnesses such as
Alzheimer's disease. The move also allows for an
employee to use sick leave to care for an ill
partner or non biological child.

- In 2010, President Obama further extended the
benefits to include child care services and
subsidies more flexibility to use family leave
to attend the needs of domestic partners and
their children relocation benefits giving
domestic partners the same status as family
members and granting them access to credit
union and other memberships provided to federal
workers. - Married couples have a legal right to live
together in nursing homes. The rights of elderly
gay or lesbian couples vary from state to state.
Additionally, the laws that protect married
seniors from being forced to sell their homes to
pay high nursing home bills do not apply to gay
and lesbian couples.

- LGBT adoption is currently legal in 14 countries
worldwide as well as in various jurisdictions
around the world. Most of Western Europe allows
LGBT adoption to some extent, including - United Kingdom

- Sweden
- Finland
- Denmark
- Netherlands
- Iceland
- France
- Andorra
- Spain
- Germany.

- Most of Canada permits gay adoption, as do parts
of Australia, Brazil, Uruguay, South Africa, and
Israel.

ServicePolicies and attitudes towards gay and
lesbian personnel in the military vary around the
world. Several countries allow homosexual men and
women to serve openly and have granted them equal
rights and privileges as their heterosexual
counterparts. As of June 2009, 25 countries
allowed homosexuals to openly serve in the
military. However, a small group still ban their
desire to serve their country. In the U.S.,
under Dont Ask Dont Tell, (DADT) Americans
are able to serve, but unable to openly reveal
their sexuality.

Marriage Act (DOMA). - Section 1 reads "In determining the meaning of
