8SC 4 Tax Credit
- This tax credit is only for the taxpayer
(contractor) that has a contract with a state
agency and utilizes a certified subcontractor for
work pursuant to the contract. - Subcontractor must be certified when they perform
the work (or provide the goods) pursuant to the
contract.
9Simplify the process
- Develop a process for the collection of
centralized and de-centralized procurement
reports. - Identify what information will be captured
format of departmental reporting forms. - Determine who is responsible for compilation and
submittal of reports at the departmental level,
and the time-frame for submission of the reports
to procurement.
10Dont forget to keep the internal reporting
process as user-friendly as possible, while still
capturing the required information!
11Provide Agency Contact Information for Suppliers
- They want to know Who, what, when, where and
how? - Who do they contact for Centralized vs.
decentralized procurements. - Make sure your website is user-friendly and
provides procurement department contact
information and office location.
12Subcontractor reporting is not restricted to
construction-related projects.
13Second Tier - Subcontractors
- The overall objective is to encourage the
development and implement sustainable
opportunities for M/WBEs to participate in the
agency's procurement processes where it makes
economic sense to do so. - Program accuracy and verification is necessary
for a successful Second-Tier Program that will
allow you to include those expenditures in your
MBE reports to OSMBA.
14Second Tier Contracting Opportunities
- A Second-Tier supplier (referencing the agency)
is a supplier that invoices the first-tier
supplier for goods and services rendered in
pursuant to an agency contract. - Direct Second Tier purchases are defined as
Second Tier supplier products and services that
can be identified in support of the agencys
requirements.
