Vision
  • An opportunity to prove a new model of health and
    social services delivery which will markedly
    improve the health and social service outcomes
    for the Broadmeadows and Craigieburn communities.

The Argument for Action
  • Aging population growing in Broadmeadows, with
    the current 60 population growing by 42.7 to
    2031.
  • Population increases in the Craigieburn, with
    current population projected to grow by 122 to
    2031.
  • Broadmeadows, Dallas, Coolaroo, Campbellfield,
    Meadow Heights and Jacana fall within the first
    decile of most disadvantaged suburbs in
    metropolitan Melbourne.
  • Existing community services have no spaces for
    new service providers, inhibiting community
    access to needed services
  • Current infrastructure is not fit for purpose and
    often with limited security of tenure

Service Village
  • The concept is to dramatically improve access to
    services by co-locating a range of health and
    social services under one roof.
  • This will enable providers to cross refer clients
    for their other service needs.
  • The providers will build the model of cross
    referral.
  • Most importantly it will be a safe place to
    celebrate life and achieve potential.

The Providers
  • The proposal is put forward by the members of the
    Hume Health and Community Service Alliance.
  • This includes Hume Council and ten service
    providers, who are developing a specific MOU to
    support this proposal.
  • The Alliance is an established partnership which
    has a demonstrated record of health and community
    services collaboration and delivery in the
    BroadmeadowsCraigieburn area.
  • All know that they can be far more effective in
    outcomes if they could improve the outcomes from
    their collaboration in delivery practices.

The Memorandum Commitment
  • Develop and submit a funding submission to the
    State Government to develop a Service Plan and
    Strategic Business Case
  • Develop brief and tender documents for the
    procurement of appropriate consultancy services
  • Conduct procurement processes that concludes with
    the engagement of a suitable Consultant
  • Oversight, review and contribute to the
    completion of the Service Plan and Strategic
    Business Case
  • Identify and plan for the next stages of the
    development and implementation process including
    further studies and funding submissions

A Service Village is
  • The inter-connection and integration of a broad
    spectrum of community services and organisations
    that enables improved access by the community to
    these resources.
  • A place that provides opportunities for people to
    improve their capacity to look after themselves,
    family and others in the community.
  • It will be-
  • housed under one roofline in purpose built
    infrastructure.
  • Welcoming, safe and active spaces that are seen
    as part of the fabric of the community not just a
    place to get services.
  • Incorporate a range of services for all ages and
    all stages of life.

Next Steps
  • The Alliance has had initial discussions with the
    Department of Human Services.
  • We now need to develop and undertake a
    feasibility study into the establishment of an
    interconnected and integrated service village in
    Hume City which is adaptable to the local
    circumstances in Broadmeadows and Craigieburn.
  • Financial assistance and advice is sought from
    the Government to undertake this feasibility
    study.

Conclusions
  • Recent report Dropping off the Edge identifies
    Broadmeadows as one of the most disadvantaged
    communities in Australia based on 25
    indicators.
  • There is strong evidence for a place based whole
    of government, whole of community approach to
    planning.
  • BIGGEST IMPEDIMENT TO SERVICE GROWTH IS THE LACK
    OF INFRASTRUCTURE AT BROADMEADOWS AND
    CRAIGIEBURN.
